Cons: Elevator situation has been bad since we moved in, and though they've finally renovated them this year, the period of renovation has been brutal sometimes with complete outages of days at a time. No financial compensation given to residents for this extreme difficulty in a 30-story building aside from one tiny credit that was barely enough to cover the fees the building charges on top of rent every month. Advice to landlord: Compensate your tenants for challenges you inflict upon them by cheaping out on your elevator company choice.”

Had to walk 20+ flights multiple times because the only elevator would go down. You don't control the heater, so it gets too hot and you have to open the window. The air gets dry due to this. So many outlets doesn't work when I moved in. You can request to get them fixed, but you have to keep bothering them. AC didn't work the whole summer, took them the whole summer to fix my living room AC. Nothing too crazy but it makes you question why are these things happening when you are paying this amount of money for a luxury apartment. Advice to landlord: With the elevator situation then still doing a $1k jump in renewal rent is sad to see.”

Cons: But if you're considering moving here, you should know that the building has a long history of major elevator issues. People getting trapped, sometimes for hours, elevators rapidly descending and abruptly stopping, elevator outages. There are only two elevators in this 150+ unit, 30-story building (with no service elevator). If one elevator goes out, which it frequently does, hundreds of people are using one elevator. If both go out, have fun climbing to the 30th floor (or wherever your unit is) for the next few hours or days. A few months ago, Brookfield bought the building. They fired most of the lovely staff and concierges, many of whom had been here for years and had good relationships with residents. The concierges were largely replaced by a rotating cast of less experienced folks. It's not uncommon to come home late and find no one at the concierge desk, or find the concierge sleeping (the front doors aren't ever locked). The new management is in the middle of "modernizing" the elevators. Residents were told it would take 18 weeks to modernize both elevators, starting at the end of March. During this time, only one elevator would be available...including for move ins/outs. 18 weeks has come and gone. In that time, one elevator has been "modernized" and put back into service, but it's already had to be taken out of service multiple times because of safety issues like loud banging noises, too-fast descents followed by abrupt stops, bouncing up and down, etc. Some of the dogs in the building refuse to get in the new elevator...never a good sign. There was a three-day period where both elevators were broken, plus multiple shorter instances. They've barely begun work on the second elevator and are already past the total time they said it would take. Complaints about this situation go nowhere. The building calls the issues "inconveniences" and says things like "thanks for your anticipated cooperation". On one occasion - the three-day outage - they offered a very small credit on tenants' accounts. Other than that, the only thing they've done is occasionally put out some granola bars or a box of coffee (but not enough for everyone), to make up for the "inconvenience" of having to walk up and down 30 flights of stairs to get to/from your home. On numerous occasions, I've left 15-20 minutes earlier than I usually do, in order to account for the time needed to deal with the elevators, and still ended up having to run or take a cab in order to not be late. I've had to cancel things due to both elevators abruptly being out of service. There's a financial and time component to this situation that potential renters should be aware of, in addition to the safety component. It's great that the building is replacing the elevators, and of course the replacements can't be done without taking one of the two elevators out of service! This building should not have been built with just two elevators in the first place. But it's the owner's responsibility to bear whatever burdens come with purchasing and upgrading a property...not the tenants. The management is merciless, and they know they have everyone in a bind because they're a big RE corp and individuals can't afford to fight. They're also raising rent like crazy, DESPITE the fact that you might not be able to even access your very expensive unit! I'm sure the manager will write a reply with all their usual talking points and say the project will be done soon, that the elevators are the fault of the previous owner, that it's just a small inconvenience, that the building is very responsive and cares about tenants, that they're just responding to the market, etc. You'll have to make the call, but when you visit, maybe walk up to your potential unit rather than taking the elevator, so you can see what it will feel like. And I'll look forward to the retaliation that is sure to happen because I wrote this review. Advice to landlord: The burden of repairs to the building is yours, not your tenants'. Take responsibility for your property. Don't break the Warranty of Habitability.”

— 15 CLIFF STREET · Manhattan“My first step would never be to post a review of this nature, however after months of frustration and worsening conditions, it is all I can do. This is described as a luxury apartment building, but let's examine some core basic features of the building and see if we can still honestly call this building "luxury": 1. Electricity: Our lights flicker every time the air conditioning turns on or off. This was escalated on week 1 and has yet to be resolved. 2. Elevators: Each and every time I step foot in the elevators I think to myself, "I hope today isn't the day that I get stuck in here." The elevators break multiple times per week. Instead of conducting preventative maintenance like other buildings, they simply allow them to continue breaking down. Often BOTH are down for an extended period of time and an absolutely tone-deaf email is sent out saying "sorry for any inconvenience". 3. Water: We have had many days without water, some announced and some unannounced. Our hot water is cloudy and grey. When we complained we were challenged and made to feel that we were somehow wrong for having these issues. (no empathy or customer service training exists in this building). *Another note on water - a few weeks after moving in, our shower head and toilet were replaced for "eco reasons" and the new ones are cheap crap. Had we toured and seen the rinky dink toilet and TERRIBLE water pressure of the new shower head, it would've weighed into our decision. Next up we have the amenities. 1. The gym has zero safety protocols and is a dismal space. No windows, no ventilation, and very old equipment. There are approx. 80% of the dumbbells missing, presumably "borrowed" by residents and taken up to their units. In a non-covid time, the gym is disappointing. During a pandemic, it is shameful the building is charging a fee for the gym despite our many attempts to make it known we will never step foot inside it. Perhaps the funniest part of this is that the gym requires a key fob which I was never issued - remind me again why you're continuing to charge me? 2. Roof is okay, the views are nice. It is not often cleaned and the furniture is dated. There are no trash cans, so you get to enjoy carrying down all of your garbage when you're done. 3. "Common room" I haven't even seen this with my own eyes, I assume it is also locked. Management: When we signed there was a great community manager and a live-in super. Both have left, and the ripple effects of those departures are truly felt/sensed in every element of life here. Sense of community: I have met a few people here, but all we ever talk about is the elevator outage, so it hasn't fostered a sense of community. There are also a lot of people who insist on throwing maskless gatherings. I would advise ANYONE from moving into this building. We are eager to leave in a few months when our lease is up. If you think this review may represent only one person's pov, then I'd encourage you to speak to residents here if you come for a tour - I guarantee the themes of this review will be consistent among other residents.”

Within a year I have had 4 AC units, 5 ovens, and the doorman still does not know that I am a resident here. I have emailed, called, submitted multiple requests and still no response or action taken. I went a month without an oven. When we finally spoke with the new community manager I said why do I even pay rent here if I don't have the services I am supposed to (an oven)! The community manager's response? "Because you have a binding agreement to pay" Some "community" manager really creating a pleasant environment for her residents. I would not recommend this building to my worst enemy.”

The guy is very skilled, and knows exactly when and what to do, be it rare appliances problem, blinds or bulb replacement (LEDs are tricky to do). I've friends also living in FiDi, who have to wait weeks to be served their maintenance orders. I can't recall when I've been in the same situation here.”

— 15 CLIFF STREET · Manhattan“I moved into 15 Cliff Apartments three months ago and on the second day of moving in, I had to complain to the front desk as my next door neighbors woke me and my wife up at 2 in the morning blasting music with their bass shaking the walls. As the days went on, I would constantly get woken up by screeching noises followed by the bass from their music system. I contacted the leasing office and their response was they will handle it by sending out an email...nothing happened. I am currently in my third month living here and every single day I wish I could move far, far away from this place. I have complained 10+ about my neighbors and NOTHING has been done, they still proceed to blast their music, bang on my door to purposively get under my skin, and even physically target me with hate speech. I do not feel comfortable living in my own apartment and this is due to the lack of action taken by this apartment team. These neighbors know what they are doing and they find joy out of it. I was woken up at 1am last night by more loud music and the doorman had to get involved once again. After he and I both tried to talk to the neighbors, their response was only to laugh in both of our faces and criticize us calling us "sensitive" and "losers". The doorman called 911 and told me to do the same. The cops never showed up, the doorman could not fix the situation, and the apartment staff can't resolve this either...What the hell is there left to do?! I am so fed up with this apartment, do not move here, do not step foot in here, just please, do yourself a favor, and look the other way when searching for a home. The staff is friendly, but not helpful and they clearly do not do a thorough check before signing tenants.”
