Reforms to 'wild west' private trash industry come to Manhattan's Chinatown

City sanitation commissioner Gregory Anderson met with Chinatown business leaders to go over changes to the city's trash collection rules. The sanitation department has spent nearly seven years working to implement reforms to rein in the city's notoriously dangerous private waste haulers.
