People in the building living there at the same time as us also did not recieve their deposits back. He ghosts you, gaslights you, and doesn't respond. He banks on renting to NYU students who don't know their housing rights. Advice to landlord: Stop stealing”

I lived there for 10+ years, paid rent every single month and yet still did not receive my deposit upon moving out. He took my phone call once and then never again. I filed a complaint with the Attorney General and they could not even get in contact with him but at least he is now documented to be scamming tenants out of security deposits. We only had a handful of issues over the decade we lived there but every time, he was really intimidating to work with and made us feel like we were high maintenance for asking for things to be fixed that was the building's fault.”
— 46 AVENUE B · Manhattan“Pros: - water pressure was amazing! - location in the EV and view are great - large living room area - great laundromat on first floor - great natural light from street Cons: - roach problems/infestation - night club across the street extremely loud into late hours of the night (3am-on) - extremely hot radiator poles - outdated appliances - no fire alarms or carbon monoxide detectors installed - loud neighbors always leaving cigarettes in hallways - tons of packages stolen from lobby - the super constantly hit on my female roommates and made sexual comments towards them - when fridge broke, landlord refused to replace it and verbally harassed us - BUILDING WASN'T REGISTERED AS A LEGAL RESIDENTIAL BUILDING WITH NYHPD for a major of the time we lived there *UPDATE 1/14/26: moved out in June 2024 and have still not received $5k security deposit even after multiple legal threats towards Jeff, the landlord. Reported to Attorney General's Office in 2025, still no update. As soon as we gave intent of moving out in 2024, Jeff and Fransisco, the super, stopped responding to us, and refused a final walkthrough. Advice to landlord: Please at least try to care when tenant's packages are stolen and GIVE US OUR FUCKING DEPOSIT BACK I WANT MY $5K”

Got rewarded for that by the landlord, JEFFREY ATAMANUK, refusing to give back the security deposit as mandated by state law. He stopped responding to our calls, texts, and letters. We reported him to the state AG but nothing came of it as we couldn't prove there was more than one incidence of this happening. Advice to landlord: Stop scamming people!!!”

When I moved out the landlord blocked me and did not return my security deposit. He did not return my roommates' deposits either. We are out $3,000. We left the apartment in great condition and he gave us no reason we would not recieve our money in full. I have contacted a lawyer and other free public advocates. The lanlord, Jeff Atamanuk, is claiming that he does not know who I am and that I was an illegal subletter. I believe this apartment building is operating an illegal scheme to take advantage of young students new to the city. Do not trust this man! Also many packages were stolen throughout my time at this place. Advice to landlord: Return security deposits! Do not block your tenants!”

— 46 AVENUE B · Manhattan“Pros: -mopped entryway/hallway weekly - landlord was responsive and very pleasant while living there, but as soon as we said we weren’t renewing lease (after 4 years of living there) he either never responded or would take 5-7 days to respond after multiple calls/texts about same issue UNLESS he needed something from us ie. showing our apartment to a prospective renter - building handyman was very friendly Cons: - did NOT pay back security deposit after multiple attempts to contact (calls, texts, certified letter), complete radio silence - packages constantly getting stolen from entryway, contacted landlord who said he knew it was an issue but said he couldn’t do anything about it - other tenants in building smoked cigarettes in stairs/hallway causing whole building to smell like smoke Advice to landlord: Do the right thing and pay back your tenants security deposit. Install better security for packages.”

We did not get our deposit back even though we cleaned the apartment and damaged it in no way at all. The Landlord (Jeff) verbally threatened me. He makes you pay rent checks to his dead father so that you cant take him to court when he doesnt give your deposit back - as you cant take a dead person to court. Advice to landlord: Be a better human”

I only saw two cockroaches in living there 5+ years. Cons: Landlord has refused to pay our deposit back, dodging phone calls and ignoring our emails and letters for 4 months now. Be wary of ever getting yours returned. The third bedroom is the size of an actual closet, without having an actual closet. After you put a bed and dresser, there’s no room left to actually get dressed unless you stand on your bed. No appliances will get updated while you live there and the apartment will not get repainted every 3 years as per NYC law. Zero building amenities - it’s just a standard walk up apartment. Advice to landlord: Treat your tenants with the respect they earn while living there.”
