On the north side of West Dallas Street, east of Buckner Street and west of Arthur Street, is a plot of vacant land whose owner has completely abdicated all responsibility to trim bushes and mow and edge grass which, as a result now makes the sidewalk impassible to wheelchairs, and challenging and dangerous even for pedestrians.
