I lived in this location for 2 years, it's managed by Harmony Mngmt, they own several other properties around Lakeview and Chicago. It was dirty when I moved in, I complained to the landlord, and he hired a maid service to clean it--but they only cleaned the floors and kitchen surfaces.The former tenants left a lot of trash in the apt, old empty bottles, dead plants, papers, etc, which I had to throw out myself. The kitchen appliances, windows, a deck off the living room--all dirty. The windows are so old that they don't close well and so it's cold in the winter and hot in the summer. The laundry room was a total chaos, serving as storage facility and what not. The machines were even vandalized once (makes you wonder how safe this all is) and for a while we had no way of doing laundry. The paint in the bathroom was peeling off, the mirror was old and had spots all over, practically useless. The grounds were generally poorly kept and the trash overflowed, leading to a rat problem (when I complained I was told that "this is how it is in the big city"). This is an older (60yrs ) bldg that could have been much better maintained. They should definitely redo the floors in the apt. A screen panel fell off the deck and was never replaced, posing a potential safety hazard if someone were to fall off it (it's on the second floor). When I moved out the landlord neglected to send me the security deposit back. After some phone calls I found out that he had written a check to my former roommate, but never notified me (over 30 days after I had moved out) that they sent my money to someone else. A phone call to the office went unanswered for 3 weeks, until I called again. Then they claimed they never got my keys, which turned out to be untrue. When I finally got the deposit back, I found out the landlord had kept part of it, even though there was no damage to the property beyond normal wear and tear. I asked for receipts for the work that was performed but they were never sent to me. Bottom line: not only is the property in a sad state and pooly kept, but the management office seems to be incredibly disorganized. If you rent in this bldg, be prepared to leave part or all of your security deposit behind (the tenants before me also did not receive their deposit back in full).
