Also close to UCLA and the area is central and safe. Some of the complaints about the upper units being noisy I cannot stay as I was on the ground level and did not hear much. — 10751 ROSE AVE · Palms“The walls are so thin, and if you have a loud-talker for a neighbor, like I do, you will be awakened by him on the phone at 6:00am on a Saturday. I have also had upstairs neighbors who seem to be nocturnal and pound around in the middle of the night, making a peaceful night's sleep impossible. Luckilly the current tenant seems to keep normal hours so I can sleep ok. When people walk around the exterior walkway, it literally shakes the building. The whole thing feels like it is made of cardboard. God help us in a major earthquake. Aside from loud-talking neighbors, though, the complex itself is generally pretty quiet (though lately it seems to be attracting a more scummy, low-class clientele who like to lie around the pool smoking and drinking beer and playing crappy music on a boom box. I never use the pool because there is one particular man who seems to have nothing better to do with his days than set up camp by the pool and smoke his cigars, and it creeps me out. The laundry room is a joke - only four machines for a pretty large building, and at least one machine is broken probably 75% of the time. The manager is lazy and does the bare minimum to accomodate your requests - you really have to keep after him to get anything done. The maintenace guy who lives on site does not speak much English, so trying to communicate maintenance issues often results in a clown show. When I moved in, there was mold underneath the caulking in the bathroom - I had to strip it and re-caulk it myself. The tiling and fixtures are so old and worn, though, that there is not a clean, smooth surface to apply it to, so it still allows mold to grow underneath. The plumbing is crap. I have lost track of the number of times I have requested to have the drip below my kitchen sink repaired. Every time they think they have fixed it, they have not. When I moved in, brown water ran from the bathroom sink, and only after about fifteen maintenance requests and a call to the health department did they finally replace the pipes. And then they did not paint over the patched walls. There have been times when I have been awakened in the middle of the night by the sound of running water from the unit above me. It sounded like Niagara Falls. Parking is a crapshoot if you get home late at night - they claim to have enough spaces for everyone, but there have been times when I have come home late and had to squeeze into the last possible space. I have sometimes left events early just to make sure I get home in time to be able to park my car. And it is not secure or covered parking. Why do I even live here? I can't afford anything better, and it generally feels safe and the neighborhood is decent.”

It was overpriced, poorly insulated, poorly managed, poorly designed, I wonder how the hell I lived there for so long. So the last straw I had with the place was cockroaches. Throughout my time living there, I've seen stray cockroaches here and there. But suddenly I just had armies of them everywhere. We called the manager and he never ever got back to us. Finally I managed to flag him down, and he told us that yes, he got our messages, and the cockroach problem was due to the previous tenants below us. They were very dirty, so they sprayed the unit. Uh, cockroaches aren't confined to one unit. They just move within the walls. If one area is no longer inhabitable, they simply move to another area. That area just happened to be MY unit. Why did they not even warn us that they were spraying the unit, and why didn't they just spray the entire complex to begin with? It was disgusting! The manager offered to have our unit sprayed, but first we needed to box up our pantry. We just figured that if we're going to be boxing anything up, we might as well move. There has been tons of signs advertising 1 month free apartments around the neighborhood anyways. So we gave a 30 day notice, moved out on time, cleaned the entire place, and our deposit got stiffed. They basically just charged us for the entire month's rent, even though we had left by the middle of the month. We've called and there hasn't been a reply yet.”

It is too noisy, the walls are too thin, and you will literally hear your neighbors sneezing, burping, singing, etc. I know that the economy is bad, but the Diplomat apartments must have a 60% unemployment rate, or the tenants must all be professional TV critics, because it seems like that is all they do, all day and night. 3-4AM in the morning, I sleep every night with earplugs, yet I get woken up by neighbors walking around and blasting their televisions. What the heck are people doing blasting their television at 3 AM?? It is a brutally old, termite-ridden building, and thank goodness they are planning to knock it down to build new condos within 2 years. Stay away.”

Though they've recently changed the management, I just can't wait to move out when my lease ends. The building is too old and the pool area is too noisy. I live on the second floor and I've always heard people conversation beside the pool during the day time and late at night. I heard the doors opened and closed all the time. I heard the TV sounds from the room downstair all the time. The walls are too thin and the floors are too close. Poor design and structure. <br><br>To summarize, (1), you'll never have your privacy in this old rustic complex. <br><br><br><br>The bathroom was old--esp the bathroom floor was horrible. Actually everything in the bathroom was horrible. <br><br>The water was horrible. Brown water and they blamed it on the old pipe. They said just let it run until it's clear. But even when the water is clear as seen by eyes, it's not clean as it can still stain your cup, glass, toothpaste (YES), etc. For women, this dirty water from the dirty pipe made you prone to acne, seriously. For me, I had to install shower and tap filter, not for drinking, but for external usage. I don't want to constantly expose to contaminated water. Considering the cost I had to pay for the water filter, you might as well want to spend your money for other more expensive but cleaner apt. <br><br>To summarize, (2), don't expect a hygienic lifestyle in this apartment. <br><br>Spend your money elsewhere and don't fall into the trap!”

I once left my keys in my apartment before heading out to school, so I called first to see if they could let me in. He gave me the worst attitude ever saying the office is only opened until a certain time, questioning why I didn't have my key, etc.<br><br>I was promised a quiet apartment which I need since I am a student and I do need it to be quiet both during the day and at night when I'm studying. The quiet rule in the pool area (which is in the center of the complex) obviously does not extent to the children of the managers when they have loud parties with guests squeeling like pigs. <br><br>The place is old, there are insects and animal droppings everywhere, the water comes out orange, and the thick layers of paint make it impossible to close doors, cabinets, or anything. The floor of the shower is uneven and water just gathers there, it does not drain!<br><br>They also charge the fees that the city charges them to come in for inspection onto the tenants. Once in a while there are just one-time fees for certain amounts. I don't know if it's the city or the management, but it's really annoying.<br><br>The managers also spend more time fixing this little fence to their "back yard" every few weeks. Whether it's constructing new ones or painting it, it feels like they spend more time with their pathetic fence then they do with the general cleanliness of the complex! If they spent half of the time they spend on the fences on something else, animal droppings would not be all over the place. It's seriously disturbing when you see the dropping when you open the door, and imagining all the bacteria growing and multiplying right outside your door.<br><br>I really wish I had read these reviews first because they are really true.”

And I thought that the only redeeming aspect of this [lace was that things got fixed quickly - until one day when the workers were in my place for about 2 weeks working on plumbing (which was churning out rusty water), I realized someone had taken my jewelry box (which was deep in my closet). WHen I notified the management, the nonchalent and uncaring attitude was the last straw. I lost lots of heirlooms and that was the end. I moved out!”

They kick your guests out from the pool area, allow the interiors of the suites to fall apart, charge different rates to different tenants, kick people out of the barbecue area in the evening, lock people out of the laundry room after 8 and tow guest vehicles. Rent at your own peril. NOT RECOMMENDED.”

That being said, the landlords will not hesitate to take action with tenants who are disruptive to the rest of the community. <br><br>The complex is spacious, sunny and quiet, there is enough parking for one car per apartment plus street parking if you get there early enough. Repairs are done in a timely manner. Since the building is a little older expect to have a couple repairs while you're there. Overall, a good place!”
