loud Tower air conditioners. Living in the Towers is like living in a factory -- the constant loud droning and humming of your neighbors' air conditioners will drive you mad! Most tower apartments don't have air conditioners (because they don't need them), so you will want to open your windows to get a breeze. But you can't because of the noise from your neighbors' window air conditioners. The noise goes straight through closed windows. Each Tower has LOUD pumps and fans and machinery in the basement that push out droning motor noise 24 hours a day, 7 days a week. You can't escape the noise in the Park La Brea Towers (or if you live close to one). The good news? The LA Housing Department will come out to investigate the noise levels. Complaint Hotline - 866-557-RENT (7368) It's the mission of the Los Angeles Housing Department Code Enforcement Division to identify and facilitate the abatement of physical conditions and characteristics of terrible and unsanitary residential buildings and dwelling units which render them unfit or unsafe for human occupancy and habitation, and which conditions and characteristics are such as to be detrimental to or jeopardize the health, safety and welfare of their occupants and of the public. Adding window AC units to the Tower apartments was a huge downgrade in quality of life because of the horrendous noise. The Towers used to be really peaceful and quiet. The ACs destroyed it. Residents can no longer open the windows to get a breeze. The ACs generate a humming sound that increases noise levels 20 decibels according to my measurements. But PLB mgmt doesn't measure the sound levels of the air conditioners. Living every day with the AC and basement fan noise is a nightmare, causes extreme stress, and PLB seems not to care at all.

Park La Brea Apt in my opinion isn't what most people looking from the outside might believe a property like this to be. The mgmt never return your calls if you are logging a complaint. when you write letters with your complaints they almost never respond. for me personally they have treated me in what I presume to be rasist, of cours this is only my opinion base on experiences I have had and documented with letters to them which they have never responded to. Once they put a sign up about an african American mail that nearly got be beat up by a tenant who thaught I fit the discription of the signs they posted all around their appartment. now they are upgrading the Bomplex i live in since June 2008 It's now October 2008 thay are still working on it and one of the workers informed me that it will be a another three months before they will be finish as of today 10.17.08 they are charging me the same rent. I cant open my windows in my Anit from 8AM to 6PM or they will send a patrol into my unit to close it even if I have no entry without my permission, and they charge me the same rent. They add to my rent that I have to pay for water and trash even if I am out of town and don't use the service. I could go on and on. my rating is one being the lowest and worse.

This morning I went to the leasing office to serve PLB Sramped claims court papers. They of course were rude and gave me the run around. They told me court papers could not be served here, and that they had to be served in S.F. Well lucky for me I called the attorney generals office before and they told me that PLB's specified address for service of court papers is the leasing office address. So in response I simply told them these papers have been legally served, you can do what you want with them now. This is just another example of how PLB mgmt is completely incompetent and unaccountable for their actions.

my names michelle and ive lived in plb for practically my whole life and i dont love it but i dont hate it maybe because ive gotten so much used to the place it may be hard to believe but i couldve moved but surprisingly my parents realized the size was a whole lot bigger than most apartments with the similar price 12 or more years ago when i first came here. a long time ago when i was a baby when i was here almost everything i swear was grass plain beautiful natural clean grass and from the bedroom windows you could see the sun go down in the pink sky. but then a lot of people started coming in so there were a lot more parking space made in front of the building i swear my tower used to be one of the most perfect ones. so now theres a huge crowd of parking space everywhere which i freaking hate. whats worse you know the new villas apartments god i used to hate the idea because right where the whole apartment was built used to be completely covered with grass and a few parking spaces compeltely!! it sucks to be living the disasters that i saw as i grew up. the lobby used to be comfortable and pink and you know those huge poles in the middle of the lobby? yeah well the outlines on the ground they took the couches off of where they used to be the floor. a couch all around the pole. then where you turn left from where you come in the lobby theres little steps towards the stairs right? yeah well the unmultipurpose room or whatever that whole one bedroom room all that used to be a huge sitting space dammit i hate the ideas now though its not all that great, especially for kids. You've got sooo many little kids running around and now You've got too many people around the new apartments so its so loud and traffic like noises and i cant even lie down in the grass anymore and so many people come here with bad attitudes too no offense..but like now theres little kids screaming and also young adults especially guys with low voices yelling at their tvs omg! whatever that this thing tells me to rate everything so im gonna say about 34 or 5 to each cuz im not judging my home, It's home to me, it has been home to me no matter how much ive wanted to move, ive lived here practically my whole life. a big price for a sucky life. ive heard that the boss has changed since the weird changes were made maybe thats why im not blaming anyone. but id love to move out of here once but i can't because i cant afford to do so if you have any questions i wont be able to answer them but post up a review and ill try to read them and post or respond to you. ill be picking the choice of anonymus or ill have to give more info more than my name. im really lucky though to have met so many neighbors, most gone now with no notice a have an old neighbor but i barely get to see him anymore because hes so old and sick he stays in his room with a helper, i see her often. hes never doing any better, i hope he doesnt have to go to the hospital. im telling my life here almost haha because my life has been mostly in plbs hands. im glad for living here because ive met so many older people who love me and i get to know them since i was a baby they still remember me! and its better for me since i dont have any grandparents here in this country, sadly, so i have my neighbors. well whoever reads this i hope understands that my lifeline in plb wasnt the best but It's still my home until a miracle move comes.

Our move in with Park La Brea was incredibly smooth thanks to our fabulous leasing agent Crystal. She was incredibly prompt with her responses, answering all of our questions, solving problems for us- even after we had signed the lease. We Ruite appreciate her attentiveness, great attitude and how GENUINE she is (which is tough to find). Highly recommend!

I am a former resident of PLB and I am ready to bring their farcical ploys to the public via legal and media means. If any out there really wants to put a stop to the bully boy tactics of this organization, please drop me a line at [email protected]. If There's enough interest, this could become a class action suit! Please be Seighty, have documents, photos and witnesses. I have unanswered email & phone calls, disgraceful attempts at maintenance, roaches on kitchen floors (even after daily mopping with bleach!) and workers who gloat at the fact that they are in a union and therefore can't be fired! Oh, did I mention the crickets in the living room, cobwebs seemingly made by Tarantulas in the gardens and the tar bubbling up outside the units? Burning your check book and sleeping on a park bench would be less stressful! Thank you, D

Worst apt I’ve ever lived. If I could, I would give them ZERO star because they don’t deserve it at all. We’ve stayed here for couple months and we can hear the loud noise every night!!! Can’t have a normal sleep even for one day. Apt is full of oily and stinky smell. It’s Treadful to stay at home. We tried to move out because these unbelievable situation but they were holding out deposits and said WE HAVE TO PAY ONE MONTH RENT to move out. My bf not even signed the lease and they don’t care. We feel we are prisoners in this place. So desperate and feel so disgusting! We are still looking for helps. Lawyers, polices…. Any help!!! Don’t ever live in this place!!!!!!! WARNING!!!!!

Unless you plan to never leave. My wife and I lived at Park La Brea Apartments for over four years. When we needed to leave, they wouldn't let us go, literally, unless we PAID THEM OFF. But, before I get to that, let me back up and tell you a few of the illegal, and/or unscrupulous practices of the mgmt. The unit we rented had parquet hardwood floors at the time of its initial viewing. Upon move-in, they had covered it with tan wall-to-wall carpeting. When I asked our leasing agent about this he said they were doing this to all the apartments and that, what s done is done. While PLB has this right, I found it to be a bit of a BAIT AND SWITCH scam on their part and indicative of their practices on the whole. A couple of months into our lease, maintenance came in and removed the radiator from our living room. Apparently, there was a leak causing a problem for the Anit below us. I asked when we could expect a new radiator and was told by the end of the week. Guess what? They never came back. After several attempts at contacting maintenance and not getting a reply, I finally spoke to someone at the leasing office. Their response, in short: It wouldn't be replaced. Thankfully we had a radiator in the bedroom. Without it, there would have been NO HEAT in the Anit at all. Also during that time, there were numerous instances when maintenance had ENTERED OUR Anit in our absence, always leaving behind a note that they had been there, but never at our prior consent. Then, my wife got pregnant with our first child, and that s when things really got bad. Our Anit was too small to raise a family in, so shortly after the baby was born, we decided it was time to move. When we originally signed our lease it was for TWO YEARS. But when I went to the leasing office more than four and a half years later, I was told that our lease was renewed yearly and that we had to pay them an additional months rent to get out of our existing lease. This was the first time anyone had ever told me that our lease was year to year. Well, long story short, we left Park La Brea the following month without paying the EXTORTION FEE. We were low on money and with the expense of moving, an out of work wife and a new baby; $2,100.00 dollars was a lot of money. I had hoped that after moving out, that they would just deduct this from our security deposit. Months went by without any communication, and then one day I receive a boilerplate letter from Karzas and Associates. It stated that after numerous attempts to contact us, we owed them for five months of rent, OVER $10,000.00, plus legal expenses. Mind you, there had been no prior communication nor had any of our security deposit ever been refunded, despite the fact that we left the Anit in great condition. We even cleaned and vacuumed before we left. I tried several times to reach Karzas and Associates by phone, but only got their voicemail. So, instead I sent them a letter more or less stating the same as above. Their response, another boilerplate letter reiterating that I owed them over $10,000 dollars. To this day, the matter remains unresolved and is at an impasse. I know that many other former tenants have had the same thing happen to them, and that Park La Brea doesn't apply the same set of rules to everyone because other people were able to leave without incident having lived there for a shorter period of time. And That's simply ILLEGAL. I urge you to avoid the potential pitfall that my family and myself are in and just live somewhere else. If you are a former resident reading this and have a LEGAL DISPUTE with Park La Brea, please contact me. My feeling is that if I bring enough evidence of these practices to my lawyer that there may be cause for a CLASS ACTION LAWSUIT. Good luck! [email protected]

After living here for 18 months, I am moving out and not soon enough! I live in a tower where dogs are not allowed, but recently a nearby tenant found a loophole to that - the CA law for so-called comfort pets. This dog barks all the time, not just a bark here and there either, I mean all the time and until wee hours of the morning. I have called security, filed complaints and met with mgmt. All to no avail. I have even had to take time off of work to attempt to have these meetings with the PLB employees. Now, I have been informed by my doctor that the stress of this situation has begun to deteriorate my health and that I must resolve this situation in order to reverse these effects. So, I followed PLBs ridiculous form-filing processes, to which I thought they would never respond due to the length of time it took to get a response, but after 3 weeks I finally did get a response. Their legal represntatives, Karsaz & Associates claim that I have no resonable reason to break my lease (even though all documentation with PLB mgmt, note from Doctor, complaints from other tenants and log of instances with Security where included with form) but, they will "graciously" grant a early termination as a "customer service benefit" if I pay my rent through the end of August 2009. WHATEVER!!! I just want out of here and done with this, my health and mental stability can't take it anymore. The saying holds true...BUYER (in this case renter) BEWARE! Everything seems fantastic here (minus the crappy parking and poor elevator situation) until There's a real problem. Then the lack of customer service, disregard of the lease/County Statute (peace and quiet ordinance), common curtosy and respect are thrown right out the window! In all my life I have never been treated in such a manner. Throughout this process I have often found myself physically shaking in anger. To top it all off, today I found that inside my mailbox there was a post-it proclaiming my unit vacant! So no mail is being delivered!!! I did request mail forwarding, but not until August and have never had a problem with the USPS before. Something seems shady here. I have a few days left until I actually move and am eagerly waiting to get out, hoping the next Penue is better. *crossing fingers* I am also just praying that There's no more BS from PLB or this shady Karsaz & Associates. One more note...when doing research on Karsaz & Associates - You've got 3 addresses for them, the PO Box that you must send your correspondance to, an address in Alhambra, CA That's a house and an address in Las Vegas. Also, There's a phone number - (323) 938-6744 that no one ever answers. Remember, RENTERS BEWARE!

I walk to the Grove and I walk or bike to a bunch of new places opening up around Miracle Mile - Buperior location. Parking is ok for LA I guess, but the area is so much more open that the other places nearby. It seems like it's own world, but right in middle of LA. I recommend to everyone.
