“The property is dilapidated and poorly maintained. Some units are also Section 8 housing. Primary residents are low income Latinos and illegal aliens and insects. Lawn and property are poorly maintained. Appliances and carpeting are recycled. Lacks consistent security. Parking space and spaces are unregulated and unassigned. Blocks of units are owned by entities, some local and some out of state. While others are individually owned and the owners reside in them. The entities owning blocks of units have their own maintenance workers that are not certified and have no professional training and difficulty in speaking English. “This property is actuall known as Bayou West Condominiums. But owners rent out units as apartments. Services are bad property is poorly maintained. Property is also low income housing.”
