“The apartment itself was satisfactory. I lived on a top-floor penthouse, and everything worked well or was fixed quickly if broken. The water pressure, AC, appliances, floors, ventilation, and other features were all good quality. The size was spacious and I genuinely loved the unit, had it been located elsewhere and run by different management. However, if you don’t party or stay up late most weekends, you’re going to hate living here due to it being located in the middle of a party street. Not only that, it became common to hear gunshots outside the window at night, sometimes on a weekly basis. There’s often vomit in the elevators on any night of the week.There was one instance where it took management and maintenance 4 DAYS to clean up vomit from one of the main hallways after it being reported multiple times. Many of the tenants are loud, rude, and dirty, and each month there only seems to be younger and more classless tenants moving in. The elevators break frequently, and there was one week when a massive part of the building collapsed. I’m not exaggerating. I never felt safe walking my dogs at night due to the area. The dog parks have turf that are always covered with large steaks of feces, and when it rains, the entire front side of the building reek of urine and excrement. My dogs often got sick, and I even got a staph infection, which I suspect was from their dirty paws dragging in bacteria from the dog park. One week, nearly every neighbor I knew that had a dog said their dog was vomiting or had diarrhea. After requesting the dog park be cleaned multiple times with no action taken, we found the corporate office's information online, got ahold of a regional manager/upper level management, filed a complaint, and the next day someone was power washing the turfs. The Pearl management’s permanent solution to the absurd amount of dog feces left in the hallways and park is to DNA test the feces and charge owners $200-300 if their pet’s DNA matches. However, they charged me not once, but TWICE with false information, which I rightfully disputed. The assistant manager, Austin, made living here particularly stressful. His lack of competence, professionalism, and integrity was demonstrated on a regular basis. He often lied about account charges, property policies, and even used city or state laws to falsely justify his actions or the charges placed on our account. After politely disputing charges a couple times at the beginning of the lease, he appeared to have a personal issue with me and my roommate, yet I continued to be professional and polite until the very end of my lease. One of the leasing agents Grace is competent and professional, but unfortunately she was simply the messenger in most cases. The other leasing agents need customer service training and I would highly advise Morgan Group re-structure their management team and systems. I now am responsible for over $1000 in move-out fees, which I feel is unreasonable for the “damages.” They will look for every penny to take from you. If you’re a young, classless, male or strong female, that parties every weekend, has no pets, doesn’t mind incompetent and rude staff, does not fear of being assaulted at night or the building collapsing underneath your feet, and also doesn’t care enough about finances or unnecessary fines, then this is the apartment for you!”

Over the last year I have noticed a huge shift in management as stress level have peeked. I am not sure if management was changed or if it happens to be the different manager that was placed here almost a year ago, I am not a fan of this gentleman. EVERY single morning when I leave the apartment to head to my office for work, I see the property manager in the basement chain smoking. This is not appealing and reflects the property and the management company negatively as I see in my lease contract that we are a smoke free community. I have had 1 conversation with the manager in person and he smelled heavily of cigarette smoke. Pearl Washington made a big mistake when the former manager left. She went above and beyond for this property and see a decline in service and appearance in this building I use to love so much. I will not renew my lease if this manager is still sitting in a chair at this property.”

The new property manager, Carry is rude, condescending, is not a good communicator as he never follows up. I do not want to sound shallow or to come of as a bully but he appears sloppy in his dress and looks as if he rolled out of bed. I am guessing he incorporated casual dress on Friday and it is not a good look for this professional environment. I received a large rental increase of almost $300 and personally feel that this amount could have been negotiated with Carry but we never heard from him so we are moving out. Maintenance is top notch, the leasing team and concierge service are friendly. There are constant water leaks and not to mention crime is out of control in this area. The fire department and police were here a few weeks ago and I am still wondering what the heck happened. Elevators are regularly out of order. The pool is starting to look really bad and the whole building needs to be painted. The garage needs to be power washed. The gym always smells terrible. You have to pay to print items in the business center. Valet trash cans are left out at all hours. Dogs barking all day. Hardly any visitor parking so your guest cannot park anywhere. I understand some of these things are not the apartments fault(crime and parking availability) but these maintenance items can be proposed and addressed. There are other nice places around so I would recommend spending your money elsewhere.”

Melissa was the first property manager when i moved in 2018 and she was so caring and genuine. Then a lady named Kristi was the manager and she was firm and very communicative within issues and updates for the Property. There is now a new manager that does not do anything for this property. There is absolutely no communication with us the tenants. Water was shut off about a month ago without warning. We are now given less than 24 hours that someone will enter our tomorrow. How can we get such short notice, but I guess it's better than no notice? This new manager needs to step up and take training classes because since he has been here this place seems to be falling apart. Kristi or Melissa should have never left. I saw they truly cared and this guy's just here to collect a check. I will not be renewing when my lease is up.”

Fire alarm situation is as bad as you hear in other reviews. Pool used to be super nice, but now it has unsupervised kids fairly often in the summer. They hit me with a 26% increase in rent to stay, even under conditions stated above. Save yourself some time and energy and just go ahead and pass on this place.”

Constant fire alarm malfunctions (midday and midnight), dog feces in the hallways, dog urine in the elevator, mailroom is always in complete disarray, cigarette butts, beer cans and broken glasses in the stairwell, paper is never available to print documents in the business center, frequent theft in the garages... Oh & it doesn’t matter if your lease is up, you will be locked in for 60 days from the time of your “notice”, no matter what. Messages from the offices are petty and full of attitude. This place may have been the spot 2 years ago, but it has gone down hill rapidly. There are plenty of other apartments near by. Don’t waste your money! You’re probably better off burning it.”

Whenever I have a silly question, they are more than happy to give me the time of day and have been very accommodating. In general my apartment is perfect and I can't fault the facilities/amenities. The location is also fantastic! Plenty of bars and restaurants within walking distance as well as memorial park for exercise.”

I was also not informed of the concrete manufacturing facility located on TC jester adjacent to the apartment (starts working and losing trucks at 4am sharp)...very loud. I d know the importance of a friendly staff with the exception of Wes, the staff in entirety is very unhelpful and very unfriendly. The amenities are nice but it really is not worth living here when you are treated so poorly. If you are looking for something similar to the Pearl at Washington, I would live elsewhere, there are plenty of places in the same price range with he same amenities. Happy to answer any questions on this property as I don't want anyone else to have to go through this.”

The apartments are nice, the amenities are great, and the location is convenient. My only complaint is the speed of the elevators and the frequency at which they are out of order. It has been a great experience so far living here.”

The leasing office staff is one of the nicest groups I have came across while living in different apartment complexes here in Houston. The apartments themselves are beautiful and the amenities are hands-down some of the best I've ever had. I feel super blessed to live here and I love the neighborhood as it is super convenient to have restaurants, cleaners, nail shops (what? I'm a woman) bars and grocery stores right outside of my window. The only thing I wish the apartment complex had is more visitor parking however I do understand with the apartment complex being in the heart of Washington Avenue the builders probably did not want to add more due to ppl using our visitor parking for bar/restaurant parking. Plus at night it can get a little rowdy if you're staying in while everyone else is out partying it up however this is the neighborhood I chose so that comes with the territory. These two reasons are the ONLY reasons I didn't rate it 5 stars.”
