In a year they have been thru 4 property managers because none have the capability of running this complex. If you want to wake up to vandalism or theft in your car stay here. If you want to ride in the elevator next to dog urine or feces be my guest. If you do end up staying here, make sure and keep your tv at an all time minimum. You will get harassed with older tenants about noise, they don’t even care quiet times aren’t until 10pm. To top it all off, be prepared to wake up at 3am with random fire alarms that are just “false alarms”. I been here almost a year and it’s happened 5 times. Good luck.”

Ive experience two maintenance emergencies both where maintenance staff refused to address in an efficient manner. In one instance my shower was left to run continuously for over 48 hours straight Bc the knob was broken. I currently have placed a request to repair the blinds that fell over 6 weeks ago. Until this day it has not been repaired. When I call I was told the maintenance staff has Covid as if there is no option for temporary staffing. Im fortunate that I have not had many maintenance issues, but EVERY maintenance issue Ive had was a terrible experience. At this point Ive purchased tools and used Youtube to try and fix my own issues.”

— 4 CHELSEA BLVD · HOUSTON“Was great when I first moved in but has gone down a lot. Security and safety a major issue. The gate was broken for months and cars were stolen and on blocks. The bollards out front are still broken. Front door was open with no fob needed to access the community. Always cars parked out front for days. Fridge outside by the grills has not been working for months. Gym is super humid all the time. As well as the cycle room. Panties in the halls. Trash in the halls. Dog pee all over the garage and in the elevator. Fire alarms went off three time last weekend. One around 1 pm, 10 pm and then 4 am. All false alarms. Concierge said there was an issue with the fire alarm panel. The bar is no longer open and that was an amenity which is the reason many leased. Fewer and fewer happy hours taking place and resident events. Revolving door of concierges. Fares was the best and he left. They have misplaced many of my packages. Luckily, they let me back there and I was able to locate them.”

It feels like the building is a free-for-all with no one in charge. Nothing is properly maintained, repairs take months if at all, and there is high turnover among staff. Concierge service is hit or miss so think twice about ordering food or groceries unless you are home to allow them access to the building after 5. Nothing more frustrating than grocery delivery sitting outside for 20 mins because the concierge is not paying attention to the door. Don't expect much assistance from the "24 hour concierge".”

Communication between them is poor and record keeping is loose, at best. Anything you ask them to do, do it in writing. If you ask for action verbally, have them write you an email confirming your request. Outside of that the building is great, the neighbors are great, the neighborhood is great. Greystar property management is the only problem.”

The Carter looks nice and the inside of the apartments look great but overall I am not satisfied as a resident currently.”

It is technically a non-smoking community but I have not witnessed any action by management to cut down on the weed culture which appears to be throughout the community. I also complained about an illegal exotic cat roaming the halls and it has been a month and silence. Bikes have been stolen and now nobody has bikes in the parking area. They had better start lowering rent to reflect the actual state of the property instead of what shows up on the website.”

The apartment felt safe and secure. The building and grounds were well maintained and there were excellent amenities. For the first few years, The Carter felt like a high end luxury apartment building. This has changed in the last year or two. Management is not very engaged. The security of the building is poor. Garage door is always open. Doors in to the building are unlocked. The common spaces are frequently dirty and not cleaned often. The amenities have been steadily being pulled away.”

Garage door gets worked on for 5 hours were you can’t enter/exit so your car is trapped. They do this 10 minutes notice. You pay an amenity fee like a hotel but don’t get anything different than any other apartment. They used to have valet and a bar tender, those are gone now but we’re still charged.”
— 4 CHELSEA BLVD · HOUSTON“I moved to Houston as a young geoscientist, in 1975. 46 years later, I'm recently retired and leaving. Its been a great ride. The last two years we tried high-rise living (The Carter). We chose the Carter because of the magnificent lobby, the comfortable floor plans, and most of all the security. It was good for a while, but we soon realized our mistake. As others here note, the elevators often reek of marijuana - which says loads about some of the residents. A high percentage of tenants just won't wear masks in the elevator, and there is no enforcement. The "secure" garage door is left wide open as often as it works - I'd be uncomfortable allowing my daughters to go alone to the garage at night. Just two nights ago some criminals jacked up a few cars on the third floor and stole all the wheels!! (Check the photos). In typically aloof fashion, Greystar management answered my email with "....unfortunately crime does not have a zip code. There has been a lot of crime going on in the Houston area and although we cannot prevent any crime, we’d like to advise to resident’s to practice crime awareness and ensure they take precaution during this time." Here's a tip: live somewhere where management shows more maturity when it comes to tenant safety, without the "we cannot prevent crime" attitude. Though I love the lobby, really enjoy the concierge staff, and find the maintenance staff to be excellent, you can do better elsewhere. One last thing - the cleanliness of the grounds is a real problem. The seventh floor dog park (and back lawn) are typically littered with dozens of piles of dog feces. The stench is overpowering. Thought management can easily install a camera and levy $50 fines for each offense, they choose not to, leaving the pickup to a poor overworked cleaning crew. This is not a high class place to live, my friends. But it is a beautiful building.”

I'm also fortunate to have an awesome view of the city from the 14the floor. Lastly, the amenities are awesome, especially the 24 hour concierge service. Indoor odors are pungent, Marijuana odor is prevalent, leasing office assistants definitely do not care. I was told "this job barely pays the bills." I had a spider infestation and was told they do not exterminate unless requested by the tenant. They never checked on the infestation after the first contact. I was out if pocket $10k to break my lease and leave. To management: Please do not reply to this review as others to contact you. That is simply a "facade" for this site to think you care. You have shown and told us you dont care. Shame on you!”

However, there have been several break ins and I am always dealing with neighbors play loud music. Neighbors are disrespectful with their trash but management has little control over that. The new manager is very nice and has made some good changes :)”

They used to have valet, a bartender, concierges that were nice and knew what they were doing, coffee, community events. All of those are gone and the new concierges are just package handlers. They eliminate all of these and still charge the same amenity fee. COVID is a thing and can restrict but we're months past all these being eliminated and they haven't pivoted or stopped charging this fee. Go literally anywhere else in the same area and get better bang for your buck.”

Ive tried to be understanding to noise, but I can always hear a neighbor (thin walls) or people at the pool (literally from 10am-10:30pm). I havent felt safe in recent months, and this is the second criminal situation on our floor. Again, Ive tried to give the benefit of doubt, but I am not sure why the amenity fee is the same when the value isnt the same.”
