“I am a current resident — and a former employee — of RPM Living, so I know exactly how resident concerns are supposed to be handled. What I have experienced from RPM Living’s leadership is harassment, retaliation, and neglect. After raising concerns about repairs and property issues, I received a backdated lease violation less than an hour after sharing my experience publicly. Not long after, I was informed that a decision was made to limit communication with me entirely — leaving me isolated as a resident and making it extremely difficult to receive normal support. I also received an unsolicited lease-break agreement, which felt like an attempt to remove me rather than resolve the issues I raised. Beyond my personal experience, there is a broader pattern of neglect that residents should be aware of. The property is only kept up when the owner is present — otherwise, basic upkeep suffers. There have been times when vendor bills go unpaid for weeks or months, resulting in services like pest control being delayed or skipped entirely. As someone who has worked within RPM’s systems, I know this is not an isolated incident — I have seen the same issues occur in multiple markets, including Houston and Alabama. As someone who understands how this process is supposed to work, I can say this is not standard practice. The combination of retaliation, silence, inconsistent upkeep, and unpaid vendors creates a hostile environment for residents and puts the community at risk. — 11000 CRESCENT MOON DR · HOUSTON“Overall, Chelsea Park is an okay place to live. My boyfriend and I moved here as our "starter apartment" and it has been suitable for that. The rent is low, location is nice, and the office staff is helpful and well informed. Sometimes, getting in touch of the front desk is a challenge when they are within an hour of close, and they aren't very good with returning messages; but this is pretty typical of apartment management, especially in this area. The pros: Location, low rent, well maintained neighborhood (pool, trash, parking lots, driveways, gate is rarely malfunctioning), good apartment layout, decent appliances, HUGE bathroom and closet, big balcony The cons: Sometimes loud traffic driving through-- some people are inconsiderate at night and still drive around with the music JAMMING no matter what day of the week. Parking-- every resident gets one spot, which is awesome! but since there is two of us, when i get home later than 9 pm I typically have to park on the curb. Good news is that I have only seen a tow truck once, and that was when an ambulance was trying to get to an apartment and a car was blocking the sidewalk. Thin walls- I can hear my neighbors plumbing, doors shutting, cabinets, and when they are laughing loud or listening to music loud. Stray Cats- OMG there are so many stray cats running around, and most of them are inbread and missing eyes or half of tails and look sickly and disgusting. There are definitely areas around the dumpsters (where they live) that smell VERY strongly of ammonia/cat urine. One time, i think there was a cat fight in the pet relief area and a cat died, the cat just laid there for almost a week until I reported it to the front office. THEN, they just buried it right there in the pet area. There is still a spot of dead grass where they buried it. Pests-- We are pretty clean people, and we can typically keep them at bay. But sometimes, especially during the rainy seasons (Harvey was the worst, they needed somewhere to go), the small roaches are EVERYWHERE. No matter how clean you are, they find their way in. Even after paying for extermination, it only lasted a few weeks. The entire building would need to pay for treatment to even attempt to help. But, being in a wooded area, its hard to avoid altogether. Nothing gives you the heebie-jeebies and makes you feel disgusting like finding a family of roaches in your silverware drawer. After fighting them for almost a year, we have found that using several methods has helped significantly-- traps, gel caulking, surface cleaner, and cleaning up every single night. Overall, a decent place to live for any young adults looking to get in somewhere. Definitely helped us find what we do and do not want in an apartment moving forward.”
“I actually didn't think this was a bad place to live my husband and I have lived here for two years. Our biggest issues are the parking, there is none and you are assigned one space for free, but if you are not home by 6pm you will have to park on the side but they do not currently tow which is good. Not sure if that will change. It is quiet, maintenance is speedy and polite and the place is kept clean and free of rodents. Some ant issues in the summer but that's it. Walls are somewhat thin, I mean we can hear our neighbor upstairs pretty good but not our side neighbor. Our main issue is that there were a series of break ins where the thieves were kicking in the doors and the apartment complex refused to notify the community. When our place was broken in to, the cop was the one who told us. We told the rental office they should send a notice out and they said they don't usually until it has been several. Apartment robberies always can occur but we found it ridiculous when no one is letting you know that it is going on so at-least they can help find the people who are doing it. I personally think being informative is the main job of the rental office. They also do not have cameras anywhere so that doesn't help either because anyone can get into the gate. I also recommend you do not purchase the renters insurance from the landlord it covers none of your belongings at all, it further protects them. Also as a note your rent skyrockets after the first year so enjoy the low rent it jumps significantly each year.”

I have friendly neighbors who respect each others privacy and look out for you. Quiet and safe as well! The only drawback of living here are roaches and pests. They are a big deal. I am an okay clean person and have been that way in the apartments I've lived in before that but never had the issue. Extermination has proved useless as well, and it is rather unhygienic to be living with so many pests. I hope the property takes care of it as soon as possible, because I would recommend people living here. I also wish they had laundry facilities.”

Yes there are bugs but you get what you pay for and you literally pay for it by having to rid your home of pests by paying for it. Parking? Forget about it! You get 1 parking spot regardless of being a 2 car family and visitors get the rest of parking. There is not enough spaces for occupancy here and you have to park down the street, unprotected, and walk a mile to be home. The office and owners only want your money and continue to charge and kick out so the cycle continues. If your 7 days late you recieve an eviction notice which cost you more money but it doesn't go to authorities, it goesbin their pocket. I live in numerous apartments because of business but this is one of the worst with no security nor provisions other than they want your money. Knowing this I would rather live in a hotel compared to a life here. Honest!”

They need to exterminate the ENTIRE complex, ALL buildings because many neighbors are having the same issue. I've seen too many pieces of furniture placed by the dumpsters marked "bedbugs". We've lost so much furniture already and when we move out of this h3ll hole we cant bring anything with us. Oh and the best part is they charge you $400 to get it exterminated and the treatment is only good for 30 days!! ------ is the area mgr and a complete a-hole who doesnt care at all about the tenants. Its horrible to live like this especially with children to wake up with bites from blood-sucking bugs every night. We are seeking legal action to see what our rights are because no one should have to put up with this! Its disgusting!!”

I have not had a problem at all with roaches or bed bugs. I'm proud to live at Chelsea Park and as long as my rent stay low like it is, I will be staying here. It's a clean, and safe, there is not alot of people here it's quite, I can hear birds chirping and I can sit at the pool with no disruption what so ever. I love the no kids outside without parent rule, I don't even know if there is kids on this property, I love it and I plan on renewing my lease.”

Very quite, drama free community. As to the comments below NEVER had a bug problem, I do know they have orkin if you need pest control. Too the comments below K.Do you clean? What do you know about the renovations? Oh that s right you just moved 3 months ago I understand your upset but don t make up stories. Maintenance is super they are on it K: Staff here is very friendly and professional and I know they have been here for many years. I have not had a problem; if you pay your bills on time then you won t have to worry about notices. Right? Parking is assigned and FREE; down the street they charge $45, JUST for covered parking. The pool is awesome. One more thing; the prices for the water are on your lease so why would you be surprised? Unless you did not read it and just signed!!!”

There are very, very, very LARGE Cock Roaches, and I mean BIG, at least 1-3/4 to 2 inches long (I've included a picture), spiders, as well as the small version of roaches. Screens needs to be replaced, can't open windows for air for fear of more bugs crawling in (gaps where screen don't fit anymore). Dishwasher doesn't clean dishes well, Kitchen faucet leaks. I have submitted work orders all for these problems several times, they come out but the problem returns (bugs) or continues (leaks). They say the apartment is an updated version, (updated from 1970 to 1980). They only clean the pool once a week so there is always debris in it. I have only been here 3 months, that's what I get for needing a place pronto, I signed a 12 month lease so I'm stuck unless I want to pay to break the lease ($805.00 one month's rent)and still have to stay 2 more months. What's body to do??????????? Much nicer places around for much less money......Shop around, avoid the stress of staying at place that you're not happy with for a year.”

After 7 pm you could not find ANY open parking, but then it got a bit better... I guess people moved out. The grounds were always kept up. Only had one complaint about a neighbor that would blare him music at exactly 8 am every Saturday morning but once I complained it was taken care of. No big complaints about anything or anyone.”

I mean, yes, there are a few "things" that could use some work, but if this was a perfect place to live then everyone would be here. The parking is pretty good. Each apartment is assigned one spot, and the rest (uncovered) is a free-for-all. Unless someone is having a bunch of guest over then there is alway an open spot. I've never had a problem with people in my assigned spot, but if I did I would just call a tow truck driver. End of story. There is not that much noise. Ocasionally, you do get that one drunk person that's talking a little louder than he should be ... but it's not a real big concern. I live right in the middle of 3 other apartments and I hardly ever hear a loud T.V. or yelling, etc. The maintenance crew does a pretty good job keeping things organized. They are always here (I think they live here), and the lawn is well-kept & trash is very minimal. I've never had anything malfunction in my apartment so I'm not sure of there handyman work or response time. Safety is really not a concern. Everyone here keeps to themselves, and the few that do want to talk are rather nice. There has been a couple of times when I come home and there's a cop car, but stuff like that is so rare I consider it a privilege. The front office staff hasn't given us any problems. Only time I ever need to talk to them is just to hand in the rent or if I need to pick up a package. They seem to be very prompt and nice. Pets ... yeah, they don't allow pets, but really what's the big deal? There is not crap laying everywhere or excessive barking and what not. As long as you keep it discreet, then it should be fine. Some residents do have pets, but pets are good for you so I don't really let it get to me. Overall, when I was apartment shopping this complex really stood out to me. It was away from a main street near a nice neighborhood, rent is affordable/reasonable, and well-kept. *Note: The water bill is rather high, but it's a "pool" bill which means it is split among everyone. Also with the bill, sewer & trash fees are included. The total is usually around $40~. After a year of living here, it's never been over $50.”
