The only two available are in the laundry rooms and thy have not been inspected in 4 years. State require that each unit have annually inspected Fire Extinguisher. What makes this worse is there are 5 family members in 1 bed room apartments; several of these units are all adults. Children all over the place, unsupervised. there's is no play area for them so they drive their bikes in and between cars, scratching many. This makes limited parking since some 1 bedroom residents have 3-permited cars which makes it less space for current residents. The complete management team should be replaced with someone concerned and fair, that treat everyone the same.”
“Worst place ever! Highly UNPRODESSIONAL! Pool is never open. Many times I go to pay rent during business hours and no one is there, but the sign is still on the window to come inside. The laundry machines are broken most of the time. The staff is very rude. No personal water heater. No insulation. No weather stripping. No advance notifications of any work which usually they never put in work orders after they say they will. Gates are always broken. Ice Cream truck goes through parking lot 3 times a day and the truck is so loud. Kids yelling in the parking lot every night even late at night. Why are they not in bed on a school night? Car alarms always going off at all hours every day. This is the noisiest and rudest and worst place ever! I cannot wait to leave this nightmare!!! Also, there are roaches everywhere and there are 4 dumpsters that are always overflowing! Don't let your guests park in visitors parking lot! The pot holes are never fixed in there and will ruin your guests tires. Plus if they stay there overnight they have to have a guest parking permit??? Why? Are they my mother that I need to have permission for my friends to stay here overnight? But if they park anywhere else here they will get towed. If they park across the street I am accused my friends live with me and i am hiding them!! WORST PLACE EVER!!! DO NOT MOVE HERE! GO ANYWHERE BUT HERE!!! Also crime rate in this area is VERY VERY BAD!!! Drive by shootings, fires, car wrecks at intersections almost everyday. VERY BAD AREA OVERALL but this is the worst of ALL apartments ever!!! Save your money and go somewhere else! The people in the office also lie to you & make up lies to steal your money! DO NOT COME HERE EVER!!!”

That lady was here in 15 minutes and broke up the hole party and made them pour out all the beer and kicked everyone out. One of the guys was giving her a hard time and I was going to make sure she was okay but I heard it from inside and she didn't back down at all and made him look like an idiot. So I will be staying here. I was paying over $1000 at the last place and the manager there would never take care of stuff like this. This is a horrible area so I can see why she has to be like that. And she's hot so that's a plus.”

Tenants are not allowed any visitors much less over night guests. She personally calls a wrecker to tow your guests' vehicles. She discusses personal confidential information with everyone. — 17601 Cali Dr · Houston“moved in here awhile back. i feel safe there, haven't had any issues with neighbors. the grounds are cut and kept up every week, but there's always a lot of trash strewn about everywhere. also the parking isn't that great, visitors sometimes have no where to park in both designated visitor parking areas. it doesn't make sense that renters with parking permits use visitor spots, leaving them unavailable for others. also the laundry facility doesn't seem to have a trash can in there ever, so there will be lint all over. maintenance is timely and corrects any issues. very family friendly, lots of kids around. i'd definitely recommend this place to anyone.”

I can trust them to fix things and they always ask you how your things are working when they see you outside. Kelly and Shawna are also awesome. They are on top of everything. I feel comfortable with my neighbors and children are always playing outside. A truck comes by every Wednesday and Sunday to sell fruit and bread. Sometimes there are other traders that come through and sell things. If you don't like a nice family oriented community this place isn't for you. Yes sometimes you can here some cultural diverse music but never too loud, long, or often.”

I also asked if it was ready for us to see, they said Yes. Since my Fianc works during the day, we made an appointment for Noon. We met there soaked from the rain and when we walked in there was one new little girl there who barely knew what she was doing. We waited for over 30 minute for the girl to get done only to tell us it wasn t ready to see yet. WHAT?!... We waited another 15 minutes while she called her manager to make a long story short, they were EXTREMELY UNPROFESSIONAL from the beginning! But, you let things slide sometimes don t we ? After talking it over, we decided we d try them. They had us do the applications and give them a money order , which we did. After a few days I had called them back and asked them if it was ready, they said it can take up to 48 hours. We gave it 72 and called back. This time when I asked them if it was ready, and explained again that we needed it by the 15th, the new girl said it wasn t going to be available until the 1st. WHAT?!?! No ma am I d said. I was told it was going to be available by the 15th, that s tomorrow! She told me she couldn t do anything and didn t want to tell me the wrong thing, and that her manager would be back from vacation tomorrow (THE DAY I NEEDED!) Called back the next morning and asked the manager if the credit check and stuff was done and that the girl the day before must have been mistaken again. No they hadn t run the apps yet and No it wasn t going to be ready until next month. WHAT?!?!? You all had told me it was going to be available by the 15th! She denied it and said she didn t and then asked the others, probably getting dumb looks and head shakes in response. Then she POLITELY told me we were obviously STUPID or LIARS. Because EVERYONE WANTS TO WASTE 5 HOURS JUMPING THOUGH HOOPS TO FILL OUT AN APPLICATION AND 2 HOURS OF WHICH PISSING OFF OUR BOSSES BECAUSE THEY CAN T KEEP AN APPOINTMENT!!! I was DONE! No way we we re going to live in a place where the management were already disrespectful to us. I demanded a full refund since they didn t even run our apps and they wouldn t have the apartment ready by the time we ORIGINALLY TOLD THEM! They told me it was non-refundable and that they wouldn t give it back. After explaining to them that I had only given them the $$$ because I was told it was available by the 15th and that they hadn t even done anything, they needed to just give me the $$$ back. They still refused. I called their Management Company: West Plaza Management Inc., also West Plaza Properties at 713-782-2233 and spoke to ANN SANDERS if you want the email : [email protected] STILL they said NO! THESE PEOPLE ARE A BUNCH OF LIARS AND THIEVES THAT MAKE HONEST SALES PEOPLE LOOK LIKE CON ARTISTS!”

I dislike some of the residents, because some of them have no respect for the other people living here by having so much clutter on their balconies and patios, mattresses hanging over the fence and throwing trash on the grounds. Management needs to set strong guidelines on what should be visible from the outside. This place can be a nice place to live, if we respect each other. If not I see this place turning into a ------ Slum.”

The Good points #1 The complex is fairly quiet (until one of the latino neighbors wants to test out his stereo system or until the damn ice-cream truck comes thru - seriously, noone ever buys, so why does he come thru here?) #2 The complex is well-lit. #3 I have not heard of one single break-in or theft since I got here. The BAD points #1 Landscaping is non existent. #2 This complex is full of illegals that live 8-10 in a one bedroom apt. #3 There are groups of guys (residents I assume) that gather in the parking lot and drink beers from the back of pickup trucks (where is security then??) #4 Parking is a NIGHTMARE - All the tenant spaces are always full cause the 8-10 guys in a one bedroom apt all have their own cars, and the guest spaces are filled with their overnight guests. Or you can always park on the POORLY lit tennis court with the gate that is WIDE OPEN next to the office - someone can just walk onto the property without needing a key and without knowing the gate code. IF you do find a spot, you have to worry aboy the broken glass that litters the lot or the HUGE suspension busting pothole in the curve before you exit. #5 The residents that live here don't bother to hit the trash bins, I guess they assume as long as their trash is with-in 100 feet, then they have done their part. #6 Both laundry rooms are FILTY - half of the washers can't get hot water, most won't agitate, and there are a few that leak water all over the floor as they are running. Both washers and driers are filled with trash (I have found nails, leaves/twigs, coke bottles/cans, food wrappers and rocks in both washers and dryers) #7 And the WORST. As of the entry of this review there has been NO HOT WATER in ANY of the back 6 buildings for OVER 4 WEEKS. On Sept 13, 2008 at the hight of Hurricane Ike, a tree in the complex fell taking out the central hot water pipe. The complex had the tree removed and capped off the water pipe by Sunday the 14th. Whenever asked about the water situation, the manager and the maintenance men either shrug their shoulders or say they had no idea when things would be fixed. (not really a big suprise, they all live in the 4 buildings that DO get hot water) I have not been able to cook here, or even take a bath for 3 weeks now. Noone even bothered to do ANY repairs to the water until I notified the city on Oct 1. That afternoon, after the city came out to do an inspection, someone FINALLY came out do do repairs. Even though, someone has started the repairs, I am still without hot water. #8 There is a sign on both laundry rooms (that just went up today) that say they are closed, indefinitely. When my lease is up, I am going to get the hell away from here.”
— 17601 Cali Dr · Houston“~THIS IS A LETTER WRITTEN TO MANAGMENT EXPLAINING OUR EXPERIENCE AT CHAMPION COURT~ As former tenants of your apartments, we would like to inform you of some of the experiences we had while residing at Champion Court Apartments located at 17601 Cali Dr. There were many incidents that led us to believe that your on-site Apartment Manager, staff, and even some of the fellow tenants there have committed acts that were in violation of our contract. We wish to inform you of these events and make you aware that we have left the premises. We feel strongly that Section 20 was where the contract was violated. This paragraph states: You and your occupants or guests may not engage in the following activities: criminal conduct; behaving in a loud or obnoxious manner; disturbing or threatening the rights, comfort, health, safety, or convenience of others We occupied the apartment for approximately five weeks. While there our overly-friendly neighbor developed habits of constant harassment. At first we felt he was lonely and just wanted some friends, but soon learned that he was quite mentally unstable. As we became more firm that we wanted our privacy, this individual proceeded to engage in erratic behavior. We would like to share a list of experiences we had with this individual as an addendum to this letter. A phone call was made by my wife to your Office Manager explaining these events including some of the conversations we had with our neighbor. The Manager agreed that this was no way to live and would take care of the situation immediately. We hadn t heard from the Manager for a couple of days and a second phone call was made to get an update. She offered no help in assuring us that the situation was being taken care of. We wanted to stay informed to make sure it was handled appropriately and to feel that our safety was secured, but after these two phone calls realized this was not happening. Our apartment was located near the entry gate to the apartment grounds. Approximately two weeks after moving in, the front gate became dysfunctional and remained wide open for nearly a week and a half. This left the premises open to everyone, both tenants and non-tenants. Before signing the contract, we were assured that the grounds would be secured at all times and only tenants were allowed to park/drive their cars throughout the grounds. As you can clearly see, this left us feeling very vulnerable, especially considering the location of our apartment. We began avoiding our apartment, not returning until the late hours of the evening. Basically using this as a place to sleep, get up early and go to work. This became quite tiresome and since no one offered us any help we turned to the police. Upon speaking to an officer we were informed that in the last six months nearly 50-60 calls had been placed describing violent and non-violent crimes. He personally has been dispatched to the area many times. After seeing how visibly shaken and mentally distraught my wife was, he filed a report and instructed us to leave the premises immediately. He is in agreement that these acts are in violation of our contract and is willing to accept a subpoena to testify in our behalf if litigation is brought to this case. We returned in the middle of the night packed our things and moved out... ~ADDITIONAL COMMENTS NOT WRITTEN IN THE LETTER~ We came to find out that the apartment manager who had promised to take care of the issue decided to go on vacation and not inform anyone else in the office. The issue was never resolved and a phone call from her was never received. The apartment should not be allowed to say that amenities include a pool, beach volleyball court, and a tennis court. These facilities are not functionable/usable. I never saw a soul on the tennis court or on the volleyball court during my stay. The tennis court is discolored and broken up with cracks. The sand on the volleyball court is more like rock with weeds growing out of it. Both nets droop. The pool is far from hygienic, even the majority of the residents refuse to swim in it. There are cars waiting to tailgate tenants into the grounds. The "gated-community" is a farce. Once opened, the gate remains wide-open for thirty seconds to a minute allowing anyone and everyone to have access to the premises. My wife and I weren't the only ones living in the apartment. We were infested with roaches. The apartment complex said that they would do an additional spray, but the roach problem never ceased. The apartment had truly shoddy workmanship. There was paint on the carpet. It was as if someone had gone in haphazardly and painted with no regard to cabinets, carpet, or countertop. The towel rack and toilet paper holder were falling off the walls....haven't they ever heard of using anchors to secure the screw!?! ~THIS IS BECOMING TOO LENGTHY (NOT EVEN WORTH MY TIME)...ALL IN ALL I RECOMMEND STAYING AWAY FROM THIS PROPERTY. IT IS IN A ROUGH PART OF TOWN, A HUD DEVELOPMENT NEARBY, ILLEGALS EVERYWHERE, CRIME IS ABUNDANT, ETC. ETC.~”
