Sounds about right and nothing has changed based on years of reviews venting about those roaches, which I will never forget.”

But tonight I went to visit a friend who lives there now (and I wish I knew they were moving there because I would have talked them out of it) but I realized nothing had changed. Here are the same problems: 1. As soon as entering, there was trash everywhere. Literal trash. No one here picks up after themselves, including dog poop on the sidewalks, and they still don't. Watch your step! Nothing had changed since my time there. 2. The roaches. They were everywhere. Bathrooms, dishwasher, everywhere. My roommate and I were very clean people. But the roaches were awful. My friend is dealing with it too. The apartment's "extermination" method was a guy coming in every few months and giving a couple of squirts of chemicals into the hallway. When we complained, we were given bombs to do it ourselves. 3. We moved into these pricey apartments on Washington avenue because we thought it would be full of young professionals like ourselves. Don't be fooled. It's full of families and children in subsidized housing. The kids run around everywhere, slamming into you on the sidewalks while on their scooters and hitting you in the head with their soccer balls. 4. The manager at the time was rude. So rude. Apparently she is still there. 5. You are better off renting at the place next door with real amenities. Washington Courtyard's gym is a joke. The laundromat is a joke. Most machines don't work. If someone leaves a mess at the pool (which is nearly every weekend) then pool privileges are suspended. Tenants are treated like children. Don't rent here.”

They are swimming in their underwear and there is a lot of --- indecent exposure going on. I don't care if they are --- but it is indecent exposure and personally I don't want to see that and shouldn't have to because it is illegal. People have asked them to leave because pool closes at 10pm and Monday is work for a lot of people. There are actually loud parties a lot around here and so that particular example is pretty typical. Also, nobody picks up their dogs poop and so that is everywhere. Also, people don't put their trash in the dumpster. It is like if you throw it in the vicinity of the dumpster and your trash bag lands within 26 feet of it, people are like OK cool, nailed it. So you have problems like that and then a very apathetic management team who does nothing to enforce anything around here. I have lived in a lot of complexes and would suggest people stay away from this clown show.”

I understand why they issue parking passes, but it still was annoying to have to go to the office (during normal business hours) to get a parking pass for your guests Good luck with this if you work a full time job like most people (and if you are wondering No, they will not just put it in your apartment or mailbox) I m going to assume that parking is adequate because of the parking passes, I never got home (even late) and was unable to find a parking spot. Side note: You only need the pass if you will have visitors past 1AM or so. Yes, the children do play in the courtyard and pool area, most times this did not bother me, but for others it could probably get annoying. I never dealt with noisy neighbors i.e. loud music or arguments, but if the person living above you is heavy or walks heavy you will be able to hear it. I never had roaches in my apartment, but I cleaned up at least once a week and rarely left dishes in the sink. The workout facility SUCKS!!!! So keep your gym membership. The laundry room SUCKS!!! There are only 4 washers and 4 dryers, and typically at least one machine is not working. If you are able to get a washer/dryer for your apartment and avoid this then do so. It is usually kept clean, but the cleaning crew comes in the morning, so by the time evening/night rolls around dryer sheets and such are on the floor. I felt safe coming home at night; car was never broken into nor was my apartment. All in all, if you want to be in a central location then this is not a bad place to be, if I ever needed to move back to an apartment, I d go back. Just get a washer and dryer in your unit and workout elsewhere.”

I was thoroughly surprised when my friend who is also moving into the complex told me about the anonymous post on 2/24. I have never had any problems with the complex. I even have friends who live here and they all love it. But the place is very clean. The appliances are all upgraded with stainless steel and they have granite countertops in the kitchen. I've never seen a roach in my apartment or my friends' places either. I think you have to be really dirty to have that many roaches. The exterminator comes on a regular basis to keep them out. I also love the location!...it's right off Washington street within walking distance from the bars if that's your scene, 5 min from downtown, and very close to Midtown/Galleria area. For such a nice facility the rent is a great value. You can't get the same value without paying a few hundred dollars more. The apartment complex is a smaller one so everyone has parking stickers and guests can get a parking pass. I've never had a problem with this. My friends always to come to my place and then we head out for the night. And the pool is great too. It's beautfully centered in the middle of the complex so that's the first thing you see when you walk in. All the other residents are super nice. It's a pretty safe place. The kids play outside sometimes and everyone keeps a watch for each other. The lady in the front is freaking awesome too. I always go in there to say hi and she always takes care of me. The office isn't open on the weekends but she has stayed late so I can get some help or pick up my package. So no complaints from this guy!! I would definitely recommend living here and if you aren't sold on it then come check it out.”

In fact when I had a problem with my toilet , it was fixed the same day , when my air condtion broke it was fixed the same day . When I asked to have my carpet clean it was done the same week. I love the location it is near all of the main highways, midtown is down the street , downtown Houston. My neighbors are quite. I am very pleased and I do not want to move. I will likely be here for a while.”

For the most part the people who lived there were fine but there were many times that there was trash left all over. The worst part of my experience, by far, was the management. The first person who was there when I moved in was very nice but the next two people (one who returned) were terrible to deal with. Extremely rude and acted as though they were doing you a favor by letting you live there. Now that I am living at a complex where I am treated with respect it confirms just how unacceptable the managment at the complex was.”

After they changed management a couple years ago, it was great (unlike the not-perfect ratings). In addition, I live in Tree Tops at Post Oak now (which is only ~$1000 for a two-bedroom apartment), and when I moved in, I posted a GREAT review. It was a FANTASTIC experience moving in (and has been since I lived there) and the price is a steal for the amazing quiet, ammenities, and nice (roach free) apartments. Whatever you say about Washington Courtyards, you'll NEVER get rid of those roaches. It's near the bayou and a cemetary, first of all. And once you get those little apartment roaches - you'll never get rid of them. I got rid of all my furniture when I moved. Sounds like management posted this response. No one, even in the best complex, gives an apartment a perfect 100. Get a life, management.”

To be fair to the other unsatisfied folks, there has been opportunities throughout the past several years, however no property will ever be perfect at EVERYTHING unless you pay big $$$ and even then that's no gaurantee. The opportunities mentioned with the "bad residents" living here has been addressed and/or they moved out. There is no longer kids running all around the place being loud nor groups of people hanging around outside their apartments. They are gone! The propertly recently has upgraded the property with new landscaping, dumpster areas, stainless appliances, wood floors (on bottom floors), etc. They are doing a great job of continually improving the property. As far as parking, I NEVER have issues with parking. There is plenty of space and unlike some properties your walk is never too far. I rarely have any "noise" issues. It's an apartment. There is noise, but not anything out of the ordinary. As far as the office staff. I find it EXTREMELY interesting that other folks on here had such bad things to say. It seems people only comment on apartments when they have a bad experience. I have NEVER had an issue with the management or office staff. In fact, the oppposite. Anytime I need anything they have always assisted me. I can't imagine them being as bad as what some of the comments on her have said. In all, if you want an honest rating of this property, weigh the good and the bad. Be cautious of all the negative feedback because I promise you it is exaggerated. The rating for this property seems to have left out the good feedback. I challenge you to look at the ratings for other properties in the area. They as well seem to only get negative feedback (even the EXTREMELY high-end properties). If your looking for a great apartment in an unbelievable location, this is the spot! You WILL NOT find a better value in this area!”

If not, don't. On a whole, I'd say this place is about 1.5 stars. I love my layout for a small apt, but for the money, it's borderline. The other night there were people yelling and shouting outside til 2-3:00 a.m. The kids run rampant til late at night. The walls are so thin, you can hear EVERYTHING. Cars zoom through the parking lot, and management thinks a "slow down" sign is going to stop them. Haha. People sit around and drink beer in the parking lot; bottles get smashed in the drive; beer cans and bottles all over the place; trash doesn't make it to the dumpster - they just drop it beside it or around it. Some of these people have no respect for themselves or others. Security lights are out on the driveways. People roam the complex all night. Motorcycles rev their motors at 4:00 a.m. And the roaches have not gone away! Rent has gone up and if I'm going to pay higher rates, I'm gonna do it in a nicer and quieter complex.”

Just recently the police were called because people were making all kinds of noise at 2-3:00 in the morning. School is out and the kids are running wild. Groups of people sit around outside drinking beer (which is strictly against the lease). There is no onsite management to put a stop to these shenanigans. It's like, when Friday comes and the office closes, it's pandemonium til Monday morning. Trash can't seem to make it to the dumpsters; it's just thrown down beside it. Beer cans and bottles thrown all over the place - glass in the drive. People zoom through the drive and out to the gate. They're going to kill a kid (as they already have a dog) one of these days and management doesn't seem to care. Sure, they put up two signs saying "slow down", but ignore requests for speed bumps to really slow the traffic down. I don't feel safe here anymore with people roaming the complex all night long and making noise. Cars sit outside at rev their motors at 3:00 am. Yesterday, two girls got into a fight - screaming at each other in the courtyard. Police supposedly live in the complex, but you'd never know it with all that goes on out there. Roaches are still a problem. The walls are so thin, you can hear your upstairs neighbor cough (really), not to mention what else they do at 3:00 am. If you're unlucky enough to have a family of five above you, you'll never get any rest.”

That didn't last long before I realized I had backed myself into a hellhole year lease that I can't wait to ------- end. This place is for low-income residents, flat out. There may be a few respectable tenants, but you never see or hear a peep out of them because they are so pissed off at being stuck in these leases, too. This is a -------- complex run by a -------- stuff who give preferential treatment to ----------. To say the least. FIRST major problem - The roaches. I am a bit of a neat freak and I cannot for the life of me get rid of them. It started when I moved in - they're EVERYWHERE. Bathrooms, bedrooms, kitchen, you name it. They were supposed to spray before I moved in - and, guess what? They didn't. First they tell me that you have to be put on the list for that month. So I'm put on the list. Turns out it's just a guy coming in with a couple squirts in random places - not enough to get rid of the roach infestation of this caliber. So I complained and complained and finally they tell me that they are going to do a "extensive" pest treatment where I have to take everything out of all my cubbards and cover everything that I don't want roach spray on. So on the day that they tell me they are coming, I do just that - and they never come! I was furious. Then they just show up at my door on a random day at 8am in the morning and tell me they were there to do the extensive pest treatment. I couldn't get all my ---- out on that short of notice - I had to go to work! In any event, after a huge confrontation with the office, I had to take everything out a second time and it got sprayed. BUT IT STILL DIDN'T TAKE CARE OF THE ROACHES!! I've had roaches crawl across my face while laying in bed, while watching tv on the couch, and much much more. I got them to go away briefly by spraying bengal everywhere and doing all kinds of traps, but it's like my neighbors are so dirty that they keep coming back to my apartment after a while. SECOND major problem - THE NOISE IN THIS PLACE IS UNBELIEVABLE. There is a pack of little kids that run around until all hours of the night, with no regard for anyone else in the complex - and their parents LET them and ----- out anyone who tells them to be quiet. The apartment managers insist that they tell the parents that they have to be out there with them, but the parents never are. And it seems like when they are, the kids are even louder anyway. During the summer, people are in the pool way after hours screaming and laughing and splashing and the kids run around until 11 or 12 at night sometimes with no one watching them. And these are kids who are 4 - 10 years old!! Where the hell are their parents?!! These kids tear up the pool furniture, stomp by your windows 100 plus times, screech at the top of their lungs, leave trash everywhere, pee in the beds underneath your window, mess with the screens on your windows, and stomp through all the landscaping. On a GOOD night, they may be in their apartments by 8:30 or 9:30 pm - what kind of parent lets their kids run around unsupervised disturbing other people and their kids?? BESIDES the kids, people play their music loud at all hours of the night, whether it be in the apartment next to you or in their cars "bumping" through the complex at all hours of the night - probably the NUMEROUS drug dealers that you see selling in the back of the complex and which have broken in to numerous cars since I've been here. THIRD major problem - EVERYTHING in this complex breaks. The maintenance guy is usually fairly quick to come and fix it, but it usually breaks again within a week. Every apartment I have been to in this complex has these crappy doorknobs on the washer/dryer room that refuse to stay on. My air condition completely broke down and it took them three days to fix it - in the middle of the summer!! I had to stay somewhere else with my infant child for the entire time because it was like a sauna. In addition, for four months in a row, my ac bill was outrageous because there was something wrong with the unit downstairs, as well as the flip switch. If you even got the thing to turn on, it would flip back off on its own. So I'd have to get up repeatedly during the night to flip the breaker so we wouldn't swelter to death. The toilet broke in my apartment and someone else's I know. The sink was clogged when I moved in. The ac froze and dripped all over the damn bathrooms. The screen on the patio just fell off out of nowhere. I know there is more but that's all I can think of at the moment. Other things...There was construction on the parking lot and absolutely NO parking for several months. The management tried to force people into parking on the streets (there is nowhere to park anywhere even remotely NEAR the complex and it's all ------ anyway so who would want to just basically ask a car thief to steal their car??). Eventually I think she offered some kind of monetary incentive but all the people who she gave it to still parked in the complex anyway. You couldn't have guests over for months, either, and they would tow at random. There is also supposed to be a size limit on the dogs that you can have, but no one obeys it - they just wait til management is gone for the day (which, by the way, is usually by 4pm and they don't even get there til 9am and leave for lunch for an hour or two!!!) and then out come these HUGE --- DOGS who leave HUGE --- ----- everywhere!! There must be at least 3 or 4 pitbull mixes hiding in the apartments which the management does nothing about. Management (or I should say the "manager") is a huge ----- who gives you attitude about everything and tells different people different things. She should be fired because she is entirely incompetant and does nothing to better the complex. Hey, she doesn't live here so why should she give a ----, right? Because she obviously doesn't. FINALLY, to conclude my rant for the moment, the management tried to force me into divulging personal information that they were in no way entitled to. I get home from being out of town for the weekend and there is this notice on my door that I have to provide them with ALL my utility account numbers and information so that they can access my records for the past year to determine my "utility allowance". Now, I don't know what the ---- a "utility allowance" is, but it's probably because I don't receive government assistance like 3/4 of the people who live in this complex. In ANY case, this notice tells me that they need the information immediately and that if I don't give it to them, it'll be a violation of my lease. First of all, it sounded fishy to me. Second of all, I don't like someone threatening me to do something that I'm not really sure what the purpose is for or why I have to give it if it doesn't apply to me. So when she called telling me she needed the information RIGHT NOW (and I was at work and couldn't do it RIGHT THEN ON DEMAND anyway!), I asked her about it and the manager remained vague. She just tried to tell me that I signed an agreement saying that I would respond to requests for information on the lease and that if I didn't give the information it would be a violation of that. So I asked her to fax me a copy of the lease so that I could review it before divulging that kind of information (because they'd have access to not only your usage information by signing this notice they sent out, but all your social security numbers, etc.). She agreed, said "no problem" - and I never received the fax and she hasn't called me about it since. SOUND FISHY TO YOU? This apartment complex is entirely scandalous and I wouldn't doubt if they were up to something entirely illegal. In any case, I asked a person in the legal profession (I work for the courts) if it sounded shady and they said yes. If you're not receiving government assistance and don't need to have your rent/utility usage calculated to determine the 30% of what you pay for Section 8, you shouldn't be required to provide your usage information. MOREOVER, when reading up on Renter's Rights, I found that if you pay your utilities directly to the utility company, the complex has no right or business messing with that. And I don't remember signing anything like she said, and I don't think this would have fallen in to that category anyway. OH! No matter how much bleach you put down the garbage disposal - it will always smell. Kids write on your car if it's dirty. People leave their trash in the halways and, if it does make it TO the dumpster, it doesn't make it IN the dumpster. And, by the way, everyone's rent in the complex that I have talked to has gone down for the last few years...but yet for all the non--------- people, it is going up...just food for thought. “I lived at Washington Courtyards from 2002 to 2005. Everything you've read is true! Management is dumber than a box of rocks! I left in 2005 because my only toilet was broken and it took them 5 hours and 12 calls to the answering service to keep paging them before they arrived around 12:15 a.m. to fix it. I was pregnant and ladies, you know pregnant women go every 30 minutes. I was fit to be tied and gave my 30 day notice. If ANYTHING needed to be repaired - regardless of how small, it took an act of Congress to get the issues resolved. Towards the end of my stay, it actually took: (1) faxing a written repair request to the office; (2) writing Avenue CDC (management company); and (3) a complaint to the Houston Apartment Association or BBB. No matter how convenient the location, do yourself a favor and RUN from this place! Washington Courtyards is a tax credit property. I would advise anyone that is not accustomed to the word "eligibility" and having to divulge ALL of your personal information, to stay the H_ _ _ away from these types of properties. Management ALWAYS lacks the education, professionalism and ability to manage properties properly. This is evidenced by their appearance, how they respond to requests and how they treat all tenants. People receiving government assisted living are a little more tolerant of this foolishness. However, if your rent is not government assisted, you tend to not be so understanding when management wants to do frequent and randomly scheduled inspections for cleanliness or repairs (that are never addressed timely). I even experienced an instance where maintenance questioned my visiting friends if they lived there! The nerve of these people.”

Good luck finding a property like this at these prices! -Small community, easy to get in and get out. -Parking (excluding safety). -Pre-wired for alarm system. Dislikes: -Management (at times). -Safety (car theft, break-in's in home and car) -All the children!!! They play in the courtyards late into the night making noise, throwing baseballs, tearing apart the landscaping, and just generally annoying the residents. There needs to be a playground away from the courtyard area where all the apartments center around! -The loud, dirty, trashy, ------ neighbors!! Recently the rise in ------ *ss neighbors are on the rise! Who is letting these people in? Recommendations to apartment managment: -Install video surveillance system near parking area and gates. -Add playground or enforce limits to children in the courtyard area. -Tighten up on the rules. We shouldn't have all these trashy a*s people partying all freaking night!! Overall, I recommend this as a place to call home. It's comfortable. I've lived in Lofts at the Ballpark before this, which is extremely nice, but this place is MUCH more confortable because of the price! I have actually updated this because since I posted this comment the first time, things have got worse. They did paint the complex, however the rise in trashy neighbors is making me consider paying more elsewhere. It's embarassing to have friends over and their is a bunch of trashy people partying and/or just doing nothing but hanging around. If the complex would take my recommendations, I'd like it even more. As for the previous comments on roaches.. I've never had roaches, and they spray. I may just luck out because of my location in the apartment complex. If I did have roaches, I would get the hell out of here! Ta Da”

Montrose, Downtown, Galleria, main artery Freeways are all near by. Washington Ave. is the next boom street in Houston, Town homes, restaurants, clubs, and spas can be found near these apartments, and with the raised investment, police has increased patrol in this area making it safe contrary to popular belief. - Affordable for students who will be living in a 3 bedroom apartment. - Unique arrangement with view of either pool or the downtown skyline. The following are the bad aspects: - Huge roach problem. - Large amount of families with young children who will keep in you up during the summer months when swimming allllll day at the pool. - There have been a couple of car break-ins but that happens everywhere, and it is the city so you can't expect it to be pleasantville... my car, however, has always been safe along with my other roomates' car. - Located in old Houston, until all of the new construction and renovation of surrounding businesses are done. The locale comes across as shady...”

Before I moved in I had heard bad things about this place concerning drug use and poor management from people who had perviously lived here, so I talked to the apartment manager, and she reassured me that those "rumors" were false. Their not, and I've witnessed it myself. The day we were supposed to move in she told us we couldnt until 5:00pm. That was a huge hassle for us with moving and she wouldn't budge on the time either. That day I knew I wasn't going to be able to oversee the move in myself because she insisted on that time. By the time I was able to see our new apartment it was 10:00pm and when I walked in the carpets were DISGUSTING, there were roaches in the sink and the dishwasher smelled like mildew and it made the whole apartment smell. I went down to the management and complained for a week straight about the all the stains on the carpet, and they didn't do a thing about. Finally i had to sit down with the apartment manager talk about them replacing the carpets, she was not very cooprative with me, I asked her when the last time the replaced the carpets and she didn't answer which i can only assume that means she never has. I finally made her get someone to come a look at it and thats when they replaced it, only after i had moved ALL my furnisher in. The roaches, which are still here, NEVER got taked care of, even after every single treatment they could do, not to mention what a hassle it is to remove everything in our kitchen cabinets everytime they came to spray. After that a worse problem came, MAGGOTS. The maggots which were coming from inside the walls were so bad that my boyfriend and i had to take are dog and leave until they came to get rid of them. The children that runaround the apartment complex unsupervised is another problem. The children between the ages of 3 to 12 run around at night unsupervised making all kinds of noises, throwing stuff up against the building and swimming in the pool by themselves. I complained to management, and what do you know nothing happened. Not only is that annoying, but also unsafe. A child could drown is the pool with no parent there to save him/her. Then the apartment manager told us that we had to get rid of our dog because other people saw her and now want to get a big dog too. Not our problem. When we went down to clear up the matter with the apartment manager she told us that we could take our $600 purebreed dog to the humane society. When we told her were not doing that and our dog is on the application and lease she tried to act like she couldn't see that our dog was on there. It wasn't until I got up and pointed out that it was on the both the lease and application, that she backed down. But she still tried to say that she didn't look those over (then what is her job for) and if we wanted to renew our lease in December that we couldn't if we still had the dog. I let her know that wouldn't be happening. Ever since then she has been harrassing us about our dog and trying to get around our lease contract. The newest threat is that "neighboors" complained and that we had to removed our dog within 24 hours or someone will enter the apartment and remove her themselves. Lets just say thats against the law and never happened. Overall I can't WAIT till I can move into another apartment, under professional management. I'm counting down the days...”
“I read so many bad reviews on this website that I didn't feel did justice to the apartment complex. I lived in a 2 bedroom at Washington Courtyards for over a year, and it was very comfortable, especially for the price range and size. They offer apartments with a sliding income scale, and I paid market rate for the apartment and found the price very reasonable still, especially for the up and coming area. The apartments themselves were very clean, including the oven, fridge, and stove, and maintenance requests were handled promptly. Carpets all newly replaced, very clean. If you are looking for an exclusive gated-style community with no kids, then Washington Courtyards is not the place for you. There are many families who live there, and the kids play in the hallway, and there are social events held in the community area every so often. I found the vast majority of the neighbors to be hard-working people who kept to themselves and didn't make a ton of noise, but there were also a number of people who greeted me in the hallway when we passed each other. I read some other reviews about cockroaches and I find them surprising, since we probably saw maybe three cockroaches the entire time we lived at the house, and the management came by twice during the year without my having to request, and sprayed for bugs. It's somewhat unreasonable to think that an apartment complex will NEVER have cockroaches, just because so many people with different living styles are jumbled together. I was pleased with how the management took care of the bugs issue without my having to ask. Overall, I say the roach issue is probably overblown. I also felt safe walking to my car at night, I never felt I would be attacked or anything. I only heard of one person's house getting burglarized, but I think it was like a domestic thing and not a stranger. Neither my husband's car nor my own were ever broken into on site, although sometimes I would have to park in the back because the parking near my house in the front was taken. I did hear of other people's cars getting broken into, but I think if you don't leave valuables out, your pretty much safe. In fact, I moved to a "nicer" area shortly afterward, where my car indeed was broken into, but I had left something on the seat. Overall, we saved a lot of money living in Washington Courtyards, including on energy bills which we really low (we spent like $60/mo, even running the A/C occassionally). I recommend this place for savvy people who can appreciate this place for what it is, a diverse community.”
“i moved in a while back and found the people in this complex to be extremely welcoming and friendly. i feel extremely safe and even though we had a problem with roaches at the start the management was wonderful about coming out and spraying until they were gone! i really enjoy living here.”

I have continued to place work orders, but it takes them about one -two months to take care of the problem, if they even show up. The management has made several mistakes and they always place notes on my door like I'm the one that messed up. They are so stupid.Please please do not move here.”
