rats due to garbage

A NEIGHBOR HAS HEAVY TRASH IN THEIR FRONT AND BACKYARD. IT HAS BECOME A NUISANCE TO ME. THERE ARE RATS COMING FROM THEIR YARD INTO MY BACKYARD. I HAVE WITNESSED IT PERSONALLY. THEY ALSO HAVE THREE JUNKED VEHICLES IN THEIR FRONT YARD. THAT ALONE IS A HOME FOR RODENTS.
Neighbor has trash storage in their backyard and junk cars in their front yard. The backyard is filled with trash. I have witnessed rodents coming from their yard into our backyard. There is a constant feces and urine odor that is of nuisance to me because of a dog they have in their backyard that they do ont keep up with.
