I have built 5 houses 9010-9018 Scott that are adjacent to and south of this property where the leak is occurring. There is a constant flow of water in the curb/easement area in front of 9006 Scott (this property appears to be vacant). There is a constant flow of water down the street in front of my 5 houses.
