Per the neighbors this problem has been going n 15+ years. There are reports of waste been thrown in the back yard and a terrible odor. There are reports of LARGE rodents as well. The property owner is said to be "playing a game" with the city. Also rep[orts of motor oil dumped in the ditch. All previous cases are closed.
