Made some observations across Halls Bayou of a property located at 8169 Counts St. It appears to be a Concrete Trucking Company dumping concrete construction debris and washing out trucks into the Flood Plain and HCFCD ROW. It is difficult to get a perspective unless you walk the ROW about 700 yds. in from Parcel: 0760420410875 City of Houston Owned.
