states that solidwaste took pictures of the damage and told them to call the leak into 311
CITIZEN JUST PASSING BY
STATED THAT SWD DAMAGED THE LINE MONDAY .
Trash was left on top of the meter to be collected and contractors collecting the trash hit/damaged the meter causing it to leak.
