A contractor named DiCass placed large company signs at intersection around Kirby and N Braeswood 2 years ago. They started some work at the entrance to 9575 Kirby in 2017, but no activity seems to be happening for the last 2 years. Can a contractor leave temporary company advertisement signs up for several years at major intersections? Signs look tacky as seem to be in the city of Houston right of way.
