Illegal Dumpsite in city right of way.
ditches full of trash in front of vacate lot next door to this address states the owners are the ones who place the heavy trash in there ditch at the dead end

"Cleanout" is the one located in the dirt, there are (2). The cleanout at dirt has and is retaining water. Cleanout still has stoppage. Asked that i document : the inspector that spoke to his neighbor was very rude to the neighbor upon speaking to them.
