RESIDENT IS A CONTRACTOR. HE BRINGS ALL OF HIS CONSTRUCTION WASTE FROM JOBS AND DUMPS IT IN HIS YARD. HE THEN WAITS FOR HEAVY TRASH TO PICK IT UP. HE IS USING CITY SERVICES FOR HIS COMMERCIAL GAIN. THE GARBAGE PILE IS NOW 6 FEET TALL AND 15 FEET WIDE. PILE IS UNSTABLE AND COULD COLLAPSE ON A CHILD.
