2nd report / states still backing uo inside / cleanout cover has not been moved
When showers/tub are used they back up/don't drain. According to plumber, pipes are clear from house to cleanout. Blockage is at city service connection to property line. This is a repeating issue and needs to have a better resolution than just spraying out the line/service connection.
