FOR SOME UNKNOWN REASON THE HOMEOWNER DID NOT PUT OUT HEAVY TRASH ON THE DESIGNATED DAY BUT SUBSEQUENTLY FOLLOWING THE DAY THE HEAVY TRASH CREW MADE THE ROUNDS AT THE END OF JANUARY. I KNOW THAT THIS IS A CITY VIOLATION AS WELL AS A DEED RESTRICTION VIOLATION, HOWEVER NOT SURE IF IT IS ONE OF THE DEED RESTRICTIONS THE CITY HAS AUTHORITY T
