311 email request My neighbor at 5031 Hull Street has erected a shoddy carport in the front of his rental property. He has also built a patio that is affixed to the rental propertyÆs back door. Not only is he a nuisance due to hammering after 10 PM, he has not obtained a residential development permit from the city of Houston. Please send an inspector out ASAP to issue him a code violation.
