meter leak/causing verly little water pressure and there are 2 elderly people in house and they are fill buckets up with water to help flush toilet not fill fast enough

Wastewater overflowing outside at the cleanout. Citizen states it was previously reported but I was not able to find a case with that address or the phone number and I did confirm the address cross streets.
