Meter water saturated to the point the lid has lifted. Water valve at the house turned off since Sunday night, 2/14/21

The city of Houston came out today, but I was not at home. They stated that alley sewage drains were clear and need to check my cleanout. I am requesting someone to follow up now that I am home. This is in reference to previous Reference Number 101004292289
I believe there is a backup/ stoppage in the city sewer line, I have noticed water in the alley, noxious smell, and pressure in my sewage line.
