Ms. Kha stated that there is a City water line (or sewer line) that runs behind her house located at 3127 Skypark Dr., Houston, TX 77082. She believes this water line has a leak, which is causing foundation failure to her house. Ms. Kha also stated that the City is using her property to run a utility water line, but the City is refusing to maintain the water line and cover damages due to the lack of maintenance.
