1/2 the unit have No Electricity, rodents and the floor is coming up and caving in

The one in the living room doesn't warm the whole apartment. The foors are coming apart. There is a rodent issue, mold, the kitchen floor is caving in in the kitchen under the fridge. Electrical issues, the window in the living room is plastic and is about to fall out.
Complex is currently remodeling, wet sheetrock ordor. Electrical lines are open and not properly secured. Plumbing is open.
