Neighbor to this address has filled front yard with dirt. Made the ground higher. I am afraid my mothers house with flood when heavy rain comes in. The water from the that side will drain/run into my mothers yard. My mothers yard had never flooded and this will definitely cause it to flood. I don't believe what the neighbor had done is acceptable nor fair to my mother.
