This red 2 door sedan has no plates or registration. Has not moved for at least 2 months

I am Deed Restriction Chairman for this Subdivision. I have spoken with the owner of this 1980's Model Camaro. We have asked him to please repair and have this car running. And, also this car has been reported in the past to 311. But to this date, this car still sits inoperable going on 2 years. Please have an Investigator out to this home to see why this car cannot be moved. Thank you.
