Citizen states the leak is on the city side
junk truck tagged in the past, resident put a 30 day temp tag on it and moved it onto driveway. flat tires not so obvious because jacks put under to appear inflated. not used/never moved. Also driving over sidewalk and curb to park other cars in yard
One in driveway - SUV wrecked during summer and not moved since. One pickup truck in yard - flat tire, not running, no registration. Acquired as a nonrunning vehicle early last summer and still sitting there. Moved from driveway to the yard - back and forth by pushing it
