States the water has greasy , chemical burns running and has informed office but they have no knowledge and of reason why.

tenant called and left me a voicemail on 05/16: sewer water in a gel like substance is coming out the floors. the upstairs tenant has a strong chemical smell going to her apt. there is also a sewage smell after a white car leaves the complex. tenant states that the white car is there every day and she believes they are purposely making water go into the unit through the floors.
