Digging without permit

city has verified not on city side. homeowner is digging approx 3-4 feet in back yard and i am worried about gas lines being hit. lines under house are concrete and have collapsed and homeowner will not repair. rental property and last 4 tenants have had problems with sewage backing up and waste water standing in backyard
The city has already come out and flushed line from clean out to city sewer line and that is clear. Last tenant was unable to flush toilet and sewage is backed up to the clean out line in the backyard. City side is cleared but owners line is apparently collapsed and sewage can be smelled in the backyard and toilet in house is causing a health issue with backup. owner refuses to repair. The last 4 tenants had the same problem with the sewer.
CITY TRIED CLEARING SEWAGE LINE ON CITY SIDE AND THOSE ARE CLEARED. SEWAGE LINES ARE DAMAGED FROM RESIDENCE TO CITY CONNECTION. MOST HOUSES OUT HERE HAVE COLLAPSED LINES UNDER THE HOUSE-HOUSES BUILT IN 50'S. TOILETS WILL NOT FLUSH AND SEWAGE BACKS UP INTO YARD. RENTAL PROPERTY AND LANDLORD REFUSES TO REPAIR
. the sewage is standing and leaking in the back yard where they cannot even use the back yard. of course with no water this week that has dried up some. these houses were built in the 50's and concrete was used for sewage lines and they are now collapsing.
