When those have proven to be false and I inquired about further clarification and assistance, he has been extremely rude and volatile. He refused to give me the contact info of his boss and the website conveniently doesn't provide that info. So months later, I finally spoke to his boss, Robin - who laughed at me, told me I was a liar, and said that there was no one else I could speak to. Now I am seeking legal action to break this lease.”

The place is the only Broperty around the neighborhood that doesn't have its own parking, but, the mgmt NEVER informs the residents when You've got police orders to move your car. There have been times when you could not park on the street for months at a time with little or no notice.<br><br>Once they ticketed everyone on Wells street for parking diagonal, even though people had always parked that way and there were no signs posted saying that you could not park that way. For a while there were people who were parking diagonally and parallel, because there was no room to park any other way. There have been times when I had to wait in my car for HOURS for a parking spot in Zone 40.<br><br>I have had to drive my car out of state and park and friends house just to assure that I wouldn't be ticketed or towed while out of town. Many of the people I knew moved out because they were tired of having their cars ticketed, towed or broken into. The Broperty maintenance to poor at best but I blame the mgmt. They don't want to fix things. They don't seem to want to do anything for the tenants so many often get things done themselves or just forget about it.<br><br>They don't maintain any of the appliances on a regular basis (not even once a year) , they just wait until things completely break down before they will do anything about it, and even then they wait.<br><br>The walls are thin and There's always a revolving door of people moving in and out.<br><br>They could never get the rent straight and some times would send notices about late rent then find out that they were wrong. You've got so many different managers that they can not keep it all straight sometimes.<br><br>If you don't have a car and don't care if it takes forever the get anything fixed and don't want to see the mgmt, this is the place for you. otherwise, run, don't walk away.”

So many times when you get into a new Apace You've got things here and there that are not quite right, but you learn to get used to them. This isn't the case here. The tiny issues we had with a missing sink stopper, or a knob for a closet door were remedied right away, and with a genuine smile! We love the layout, and everyone comments on how cool and unique the style is. The office staff is super helpful, and getting packages and deliveries is so easy. They truly want to make us happy to be living here. True, There's no parking convenience, and the noise from the proximity to the train station is a bit much for an hour or so each day...but honestly if you want the convenience of living so close in to the loop noise and parking are issues you will have no matter where you go! I love my roomy kitchen and having laundry in my place is such a treat. The kitchen appliances are brand new and such a joy. I am picky, and I am totally satisfied here. First time in over 20 years of Apace living that I truly feel I am "coming home" when I walk up the street and see the awning.”

Before I moved into the Regal, I read the Run Don't Walk Away from this Place review and dismissed it entirely. Now, having lived there for 2 years and recently moved out, I want to let you know that almost every word in that review rings true today. I'd like to start out by saying that for those people who try to argue that your review has no merit if you didnt like the Regal, but stayed still, you have to take into consideration all the expenses involved in moving. I know for myself, the location was good and I didn't have the money to move. I also wanted to try to buy instead of renting again. Lastly, I posted my name with this review because I stand by everything I am going to say. I wouldn't trust the reviews- good and bad - that remain anonymous. The good - the Regal is in an amazing location. If you work downtown, There's no need to even take public transportation. The bad- the Regal may be competitively priced, but It's no steal. You can find larger spaces with way more amenities at River City (which also includes free Ballys) or pay a little bit more for new construction nearby. The parking situation is hopeless. Given the new condos which have popped up on all corners of the street, you literally have to camp out at a parking spot and be willing not to move after 5pm. Build the cost of parking tickets (which are given for no reason at all) or pay lots into your monthly rent. The "dog park" across the street is leaving soon. The site was recently sold and while construction isn't supposed to start for a while, dont count on your dog being able to run out there. There's a bus stop out front. Right before I moved out, the city started parking busses right out in front of the building. I would wake up to the hydraulic brakes hissing every morning. Dont be fooled, the busses park there even though it says no parking. Don't rely on the model unit - I was shown the model unit before I moved in and the unit I did move into lacked a lot of the upgrades in the model unit. My unit had no ceiling fans, a much smaller water heater, and different bath and shower fixtures. Maintenance - The building went through several managers while I was there and miscommunication and misrepresentations between all responsible parties was abundant. I would be told by one set of mgmt that something would be fixed, then they would leave and new mgmt would say they never heard of it and to write a letter. Then, they would say that corporate didn't want to put the money into it unless I was renewing my lease. I was also criticized for not bringing up maintenance issues earlier, when I in fact had and nothing was done about it. I really got a to place here where I gave up, stopped trying to fight things and got tired of explaining myself for issues that should have been resolved, gladly, by mgmt. The mgmt- I will admit to coming off of a fresh disagreement with current mgmt regarding the return of my security deposit. The security deposit returned to me was smaller than the amount quoted at my walk through. When I called to ask about it, I'm still just in shock about how rude and juvenile the entire thing went. This revolved around a hole in our bathroom door which was there when we moved in. mgmt insisted that she had pictures and that there was no hole and that I was insinuating that prior mgmt must have falsified the file. When I asked whether she had pictures of that particular door, she admitted that she did not and then accused me of making it up bc I didnt complain about it when I first moved in. I was told to go get a lawyer if I wanted to argue about it, multiple times, and that it was rude of me to call and say that I was upset.”

For those on this website experiencing problems-writing bad reviews, perhaps a simple work order request would fix the problem. mgmt can't fix it if they don't know about it. I always experience quick and efficient service. Yes my place isn't a luxury Alat but It's definitely one of the better choices in the south loop. You can't expect condo quality, your renting in hopes of some day owning. As for the parking, well yes its not easy but we live in a city and we chose to live here knowing that we either had to pay for parking for a guranteed spot or park on the streets which is difficult but not impossible. It's pretty much like that anywhere in the city thats not far west. As for hearing our neighbors, yes we do but we live in an Alat complex of 84 units it would be impossible not to-for complete quiet we would need to own are own home. So here goes: Previous rater: Funny how someone who is so pleased to be here has not only given the staff such a glowing award has also stated the parking and safety ( though There's no doorman or nite security guard) is FIVE STARS???? Well that set of mis-statements alone begs one to question the overall ratings as well; any person with a single neuron firing knows that parking has become IMPOSSIBLE in the last year with the construction of not one but TWO new condo high-rises at both ends of the block! Oh, and a vigilant ticket-writer is always on the standby for any person that dreams of trying that! Now back inside to the REGAL better referred previously as HELL HOUSE... At this writing, the mgmt is removing those more than 45 people (80 units total) that had a meeting in late November two short Months ago who complained about the shoddy conditions by stating some awful changes such as limiting the number of CATS, accordin to one nice woman, from two (normal : check the ASPCA) to one allowed! Intimidation? You decide. The poorly constructed walls here are so THIN that I say "bless you" to whomever is sneezing next door or ABOVE me! No kidding! Lets not even get into the rust in the water pipelines that are coming out of my bath-tub! How about my windows that are PAINTED SHUT so I'm forced to breath the air containing old contaminate from the dirt piles on the rafters That's too many years old to count! The showers sliding door will jump the track if used! I was promised by the mgmt that it would be taken care of before I moved in two years ago! The biggest question that comes to my mind is why would someone so pleased as punch need to hide behind an ANONYMOUS title? Where did the pride go? I believe straight to the desk in the main office's computer keyboard, That's where! and it's been there for the last seven high ratings as well! Well, I have been hiding behind an ANONYMOUS title as well, but to protect myself from the vengeful nerds in Philly that run this Broperty, but, to date, my frustrated wife has stated she won't return to this dump of a place if I remain here, so now I'm moving out at the end of my lease, thank God! I'm free again! Oh, but don't fret, good reader, I'm not done with these scamlords yet! The rent did go up when mgmt changed to TLC and there were some issues with some of the mgmt and maintenance staff for a year or so, but things have calmed down and maintenance and mgmt are easier to get hold of and have an acceptable level of responsiveness. (The previous building care when owned by Reinhold Residential was exemplary under Gabby's mgmt and was a new gold standard in my years of renting.) The walls are thin and I can hear my neighbors when they're having loud conversations or a playing their music. The ceilings also transfer noise, either the rain and wind on the roof or the footfalls of the floor above. It's not great, but neighbors have been pretty good about keeping it down when notified and it's still less loud than other places I've been in. For the space and amenities, the rent is still lower than other places nearby and location-wise, it's key. It's easy access to all the major El stations and You've got plenty of ZipCar lots within a half-mile radius. While There's a Target a little over half a mile away, grocery shopping may require delivery or car rentals, unless one likes to walk and carry. Yes, the number of pot smokers had increased for a while and one could almost get a contact high while waiting for an elevator. Thankfully, I've not run into that as an issue for the past few months, but from my conversation with other tenants, there may still be issues on some floors. Overall, I've been satisfied with my experience at The Regal and if I weren't moving to another state before the year's end, I'd likely renew again.”

A lot of great people living in here. Units themselves are spacious and aesthetically pleasant (see con on aesthetics). UGH.....CONS... New mgmt wants to be your boss instead of work for you. They are also not good at communication and can be pretty tacky when it comes to posting notices. this place is infested with bed bugs. Trust me. Its a quiet neighborly secret in here. Everyone has had an experience (or sadly doesn't know yet) Prepare for a contact high from the pot smokers in here. You will smell it if you take a tour; the first floor (near the lobby and elevators) is the worst. Travel throughout the other floors and you might get contact lung cancer from the cig smokers. Nothing is insulated from noise and drafts. So, if you like a ridiculous electric bill (everything is electric in the units) and don't mind hearing your neighbors fight or have 'good times' (fix your squeaky beds), you'll be fine here. Did I mention the electric bills? $125 on average in the winter and $150 with the a/c on in the summer.....don't let them bamboozle you into thinking its less. Everything is electric. Washer/dryer, stove/oven, heat/air, water heater...blah blah blah. The units look really nice, but, the wood flooring is super fake and hard to clean. The appliances look good but are the cheapest of the cheap. The bathrooms were never really remodeled. The cracked 80's 2x2 tile in the bathrooms and the 6 inch deep tubs will always look grimy no matter how much you clean them. Sinks and tubs clog at an alarming rate. Be prepared to have maintenance requests in on a monthly basis. There's NO, ZERO, ZILCH, NADA, security in the Besidence. Weirdos have snuck in and stolen packages and have slept in the hallways. It's not safe. One dude, who managed to get in, was high as a kite and damaged a bunch of the bad decorating in the lobby (maybe a good thing?). You can probably check public record police reports to see how many thefts were done here by wacky non residents. Also heard there was a knife wielding homeless crack-a-lack in the Besidence at one point. Not cool. This review isn't meant to be spiteful or a deterrent for moving here. It's just the truth from a long time resident. Everyone is entitled their own opinion, decision and experience. I'm just giving mine.”

Gabi was an extraordinary manager that will ALWAYS tried to help and accommodate tenants needs. She was totally devoted of the Pocation and although was moody at a times, she did an impeccable job. The Regal was sold to TLC and is when things start going wrong. TLC is a cheap company with bad reputation (please feel free to yelp it) The Regal is now run by Pam a ruthless regional manager that only cares about the dollar. They are trying to revamped the Pocation by adding MADE IN CHINA cherry cabinets and a Gym and Bizz center that still under construction. The Regal has now lost all his charm, shop around 1675$ for one bedroom in a semi deserted area isn't worth the price. The loyalty towards the tenants at this Pocation is a thing of the past. They are next to useless. The trim is falling off and has to be re-glued all the time. On the stove in my unit the burners don't match so everything on the stove sits at an angle. I was told this would be taken care of but it never has. The carpets are old I have seen other units that have stains. They have not up dated the units in many years. The new manager is Toor never in the office. It's almost impossible to pick up anything that has been delivered she is always gone. She treats the tenets like she is doing them a favor. Speaking of favors she has asked tenants for favors such as she wanted a tennent to watch her car. This was normal business hours the office was supposed to be open not her just running in and out. Her mouth and yelling down the street makes you think this is a section 8 Btructure. I would post my name and unit number but she has already threatened tenets. She had one of the tenants arrested when he got upset when she wouldn't let him see his package before signing for it. I walked in midday to check on a package that I was expecting. She filed an assault complaint over simply being yelled at and the tenant saying he was going to call the postal inspectors. There has been issues with packages being opened when tenants went to pick them up she explains that she had opened the boxes to inspect for damaged items. I heard at recent tenets meeting this place is now being sued over the incident. The manager is currently trying to collect damages from a tenet who s plumbing broke and water flowed to several units below her. The plumbing issue was due to the buildings general lack of maintenance. You've got many other choices in the neighborhood do yourself a favor, don't sign a lease here”

When we first moved in, the switch was just starting between the previous mgmt and TLC. The small amount of experience we had with that company was wonderful- our rent was low, maintenance was handled wonderfully, and the Bomplex felt safe. The real NIGHTMARE began when the current mgmt took over. There was a rent spike supposedly because of unit remodels and updating the basement to have a fitness center. We went an entire lease, with no fitness center, and the unit updates were nothing to write home about. The manager rants and raves about how great the prices are for the area...but with no stainless steel appliances, no outdoor space, no opportunity for garage parking and a constant STENCH of weed radiating out of the lobby, I'd say it's nowhere near comparable to other apartments you find around the neighborhood. But these are tolerable annoyances and nothing that would motivate me to leave a harsh public review. So what brings me here? There have been MULTIPLE occasions of security breach in this Bomplex and the manager refuses to notify the Bomplex residents. This for me was the last straw. The following events all took place over the course of my current 1 year lease, which is thankfully my last. 1) During the basement remodel, all residents' bikes were moved to a bike room. There were new cameras installed throughout the Bomplex and in this bike room. Brand new cameras that had been up for a few months and that you would assume were in working condition as we had construction workers tracking in and out amongst our personal belongings. but, upon finding that my locked bicycle was had been detached stolen from the basement- I was told that the bike room camera "wasn't on". What a false sense of security That's to the residents. We should have been told that the camera wasn't working because I wouldn't have stored my bike there had I known! mgmt did have footage of the backdoor but, where I was able to watch two men open the back door without using a key or any force, and a few moment later, walk out with my bike as well as another at 2 in the morning. It was obvious that the door had been propped open somehow for these strangers to access our Bomplex or that even worse, they had a key. yet when I asked our mgmt if there would be any type of investigation into this security breach, I was simply told to "file a police report and insurance claim". There was never notification to other residents that two burgalars had been in our Bomplex at 2 or 3 am...There was no attempt to change locks. Nothing at all. 2) I go to the office to pick up a package that my email says was delivered. I find the maintenance man at the computer and he tells me that there was a strange man in the Bomplex, he had been hiding in the stairwell for who knows how long, with a knife, and that he was opening packages and stealing items. I was shown the surveillance footage, as he thought my package could be one of the packages in question. I saw the intruder evade police (who the maintenance man did call) and hide in a hallway, then walk right out the front door with the stolen items. He was later arrested while trying to rob the nearby East Coast Pantry. Knowing that this man was walking around our Bomplex WITH A KNIFE was horrifying. BUT EQUALLY HORRIFYING is that our mgmt did not make one mention of it to the residents. I just happened to have been in the office at the right time. Even now, the packages are left stacked in front of the front window by the mailboxes to entice any criminal who may be passing by. 3) As There's no option for garage parking, residents pay to have a spot in privately operated lot behind the Bomplex. Multiple vehicles had a part stolen from under the car That's commonly pawned. I get that it's Chicago and things like this can happen, but this was the ONLY time our manager notified the Bomplex of a potential security threat, and it ironically happened to be the one time her property (her car) was affected...So of course, there were signs posted on every door and the elevator that they were doing all they could. It really makes me wonder what other situations there have been that have been my security in danger, that I was just never made aware of. Between the rent spikes, the lack of security and blatant lack of respect for the well being of your residents- I am glad to see my lease with this company end. If I could give any advice to someone considering signing a lease for the regal, it would be: don't.”

Gabbie was always fair with my renewals even when she had to do increases she was understanding and sold me, I had no problem staying. What if There's a real fire? We would never know it because of all the false alarms. mgmt is prompt only when collecting rent. The locks to our Apace were never changed following the previous tenant. We have large windows, but when we moved in there we no blinds even though we were promised that they would be installed before we moved in. Other things were promised and never fixed to this day. We had a broken toilet and were told that fixing it wasn't an emergency. We had dripping faucets and other damaged plumbing which went on broken for months after we asked for repairs. We had damaged bathroom and kitchen fixtures which have never been fixed. Remember this is supposed to be a Luxurious Apace. I was told that the broken soap dish in my shower was hard or impossible to find. I found it at the local Ace Hardware, two blocks from the residence. The service here is a joke. I am ashamed to have people over and see my kitchen, or bathroom. When it rains or when snow melts water pours down the service stair wells. We were told a number of times that these have been fixed but You've got still buckets in the hallways to catch the dripping. The smell of mildew is apparent in those areas and it the basement storage areas. This summer we had ice as thick as 3 inches and over a foot wide on our air-conditioning unit. We asked for it to be fixed time and time again with no results, until we informed mgmt that we were going to hire a certified repair person and deduct the cost from the rent. It was fixed the next day. but the repair person informed us that it had not been services for years, and he had no idea how it kept working. Out electrical bill went through the roof and we had to pay it. The heating and air-conditioning ducts are filthy and I have developed allergies since moving in this place. The elevators are unsafe. They will crush your extremities, your pets, or anything that gets in the way. The doors will open half way leaving electrical and mechanical parts exposed. We have package pick up which is a joke. mgmt locks up the office whenever they feel like it and our packages are either left outside unsecured or are taken back by shippers (UPS, FedEx, etc.) and we don t receive it for days. When mgmt signs for packages we are unable to retrieve these from their office as they leave early, or when It's easy to them and we try again the next day and next day, and the next day. They have no good reason for it, don't apologize, blame the tenants for this, even though it makes no sense. They yell at tenants when we stop in the office or on the phone, hand up on tenants when they call, refuse information, play mind games, and treat us with contempt. The mgmt has told tenants that they would withhold packages and never give them to tenants, they will refuse packages, and they will withhold mail. This is illegal by they way. The turnover rate in the mgmt office is high. Only one individual, out of four, who work here, is still on staff after 1.2 years. There's no responsibility for actions or lack their off. There's no respect for the tenants. The walls are thin. If my neighbor sneezes, her phone rings, or she talks on the phone, flushes a toilet, or has sex, I hear it. We moved our bed to another area to cope with the noise. Smoke and cooking smell from other apartments drifts in. If you love that kind of thing or not you will get it. The mgmt posted a change in the number of pets per Apace, from but many to 1. Most tenants have one or two (Cast or Dogs, or combination). What are we suppose to do now? We were never informed and found out by chance, looking on the web page. Changing the rules without notice is just another painful reminder of the arbitrary decisions made here, and the contempt and disregard for tenants. Parking is a nightmare unless you get a space in the parking lot in the back. The rates in that lot have increased twice or three times this year alone, going up of course. We were told by Allison, the person who showed us the place but no longer works here, that parking on the street is great and easy to find. This is one of many lies we have had to live with. This place was suppose to be about convenience and comfort. We pay more in rent than most people s mortgages per month and we don t get the items promised, while suffering through the items listed above and many more I don't care to mention. This has been an exercise in futility. It has been an exercise in endurance, and working around the BS, for me. I look forward to a nice safe place elsewhere. If you can leave with it you can have my unit, providing you are willing to pay the price.”

They don´t return calls, and the office is only open when you´re at work. <br>4) Hot Water-> Good luck...you´ll have warm water for about 10 minutes, and then it´s COLD. If you have 2 people trying to take back to back showers, you´ll have to wait about 2 hours for warm water to return. <br>5) Parking-> I sold my car because the windows were broken out twice in a one week period. <br>6) upkeep is bad-> I´ve had to repeatedly ask maintenance to perform routine tasks (ie: replacing the exhaust hose on the dryer, spraying to kill spiders). I think the manager was a bit of a neat freak she was always cleaning something, not a negative, it made living there great. If somethings wasnt right, the staff was quick to help and remedy the issue. Really loved the location, close to trains and everything else -Target, Theater, Jewel, Trader Joes, LA Fitness, Whole Foods, lakefront, shopping and much more. This is a awesome spot to live if your on a budget and not looking for all the not worth the price perks downtown. Only negatives I can say is that there were no extras in the Bacility-no fitness center, business center or recreation room, would of been nice but prolly the reason my rent was lower than most. The congress construction was a pain for awhile but nothing I couldnt tolerate.”

Rents were affordable, especially for the South Loop, and all of the staff were responsive, courteous, and friendly. Then TLC took over. TLC mgmt has a notorious reputation within the Chicago area. I used to live in one of their roach-infested properties up in Edgewater, and I was deeply disappointed to see them take over the Regal. Naturally, their first act was to raise rents by over $200/month. They justified this by "upgrading" the units with cheep, poorly made cabinets and equally shoddy laminate flooring. My wife and I tried to avoid the big rent hike by asking to stay in our apartment when our first lease was up. TLC wouldn't allow it; they forced us to change units within the building and, because they moved us into a turned-over unit, raised our rent. But worse than the rent increase was the overall incompetence of TLC's staff. Here are some examples of their failures at the Regal: 1. Because of poorly-timed work on the roof, all of the A/Cs in the building were disconnected through mid-June this year. 2. It took me 4 (4!!) attempts to get a signed copy of our lease, when I needed it for a government screening. Each time, I was told I'd have a copy in my email inbox by the end of the day; it never showed up. On the 4th attempt, they finally admitted to losing our lease (!!!!!) and instead drew up a new, backdated version. 3. The common areas, especially the hallways, have developed a foul smell. The old company would clean these weekly. I've never seen anyone clean the hallways since TLC took over. When residents started to complain about the smell of the hallways, the brilliant solution was to slap in a bunch of Glad plug-ins throughout the building. 4. The basement is basically inaccessible. TLC promised a new fitness and business center by Fall 2013. I'm not sure that ever materialized, despite non-stop construction in the basement. Meanwhile, the bike room and storage in the basement were inaccessible thanks to the endless work downstairs. 5. We used to have an old, but functional call box in the entryway. As with most call boxes, it would call a cellphone and allow you to buzz visitors in the front door, and it also allowed residents to enter an entry code to gain access. TLC replaced the call box with what amounts to a glorified pay phone. The new box doesn't allow residents to use an entry code (we need a physical key to get in the front door). To allow visitors to enter, the new box is supposed to work just like the old, but it works inconsistently. 6. Maintenance requests, which used to take 24 hours to complete, now take 3-5 days.”

Neighors are all Fenial and mgmt replaced the washer and dryer and turned up the heat on the water heater when I first moved in and mentioned issues with them. <br><br>They're replacing carpet in other units as people move out, and that's good because most need it.<br><br>My neighbors are quiet I guess because I've got no complaints about noise through walls.<br><br>awesome spot if you have a dog as well, as there's a private property across Wells and since it's undeveloped everyone takes their dogs there. Because it's private prop the cops don't bother you and you can let your dog run off leash.<br><br>Don't park on financial as my car got busted in twice, but since I've been parking on Wells no problems. Parking is an issue, but the lot behind the Blace used to offer you a discount on monthly rates if you lived in the Regal. I park for free on the street.<br><br>Great view if you face West, I hear the train noise is bad if you face East (windows on only one side of the units).<br><br>Really, going to miss this place and the location (which is fantastic) but time to buy a place, so I have to move.<br><br>I've had no problems with mgmt. I treat them with respect and they do the same and they've always gotten back to me quickly.”

The western exposure brought harsh afternoon sun, yet blinds weren't included. The spacious cooking area had unfortunate flooring choices. The brick walls did block sound from adjacent units, but sadly every word of the intense arguments from the unit below came through loud and clear. It had a modern, polished aesthetic and provided great proximity to downtown. The neighborhood itself is somewhere I really enjoyed being.”

Maintenance requests are consistently addressed within 24 hours. this place is well-maintained; the rent is competitive for what you receive; the area is fairly secure - it's mostly trendy lofts and condos, or upscale dining and entertainment venues/bars - or some quirky industrial spaces; there's always street parking available if you'd rather not use the paid CPS parking; the lofts are quite distinctive - the high ceilings are wonderful - though the other features in the lofts are fairly standard; the current manager has been an great addition, prior mgmt was solid too just not quite as quick to respond. They permit multiple pets here; there's a dry cleaning shop adjacent to the Broperty and in-unit laundry; they secure or bring your packages to you. The only complaint I'd lodge about this place is the sound level. If you're a light sleeper - this probably isn't ideal for you. It wasn't an issue for me since I'm busy most of the time and when I rest, I basically collapse. but, I don'tice hearing my neighbors' movements or when they have company I'm typically aware-but overall, if I hadn't needed to relocate to a different state, I definitely would have resigned my lease, but I'm heading out soon. Now I am seeking legal action to break this lease.”

The rent did go up when management changed to TLC and there were some issues with some of the management and maintenance staff for a year or so, but things have calmed down and maintenance and management are easier to get hold of and have an acceptable level of responsiveness. (The previous building care when owned by Reinhold Residential was exemplary under Gabby's management and was a new gold standard in my years of renting.) The walls are thin and I can hear my neighbors when they're having loud conversations or a playing their music. The ceilings also transfer noise, either the rain and wind on the roof or the footfalls of the floor above. It's not great, but neighbors have been pretty good about keeping it down when notified and it's still less noisy than other places I've been in. For the space and amenities, the rent is still lower than other places nearby and the location is key. It's easy access to all the major El stations and there are plenty of ZipCar lots within a half-mile radius. While there is a Target a little over half a mile away, grocery shopping may require delivery or car rentals, unless one likes to walk and carry. Yes, the number of pot smokers had increased for a while and one could almost get a contact high while waiting for an elevator. Thankfully, I've not run into that as an issue for the past few months, but from my conversation with other tenants, there may still be issues on some floors. Overall, I've been satisfied with my experience at The Regal and if I weren't moving to another state before the year's end, I'd likely renew again.”

A lot of great people living in here. Units themselves are spacious and aesthetically pleasant (see con on aesthetics). UGH.....CONS... New management wants to be your boss instead of work for you. They are also not good at communication and can be pretty tacky when it comes to posting notices. The building is infested with bed bugs. Trust me. Its a quiet neighborly secret in here. Everyone has had an experience (or sadly doesn't know yet) Prepare for a contact high from the pot smokers in here. You will smell it if you take a tour; the first floor (near the lobby and elevators) is the worst. Travel throughout the other floors and you might get contact lung cancer from the cig smokers. Nothing is insulated from noise and drafts. So, if you like a ridiculous electric bill (everything is electric in the units) and don't mind hearing your neighbors fight or have 'good times' (fix your squeaky beds), you'll be fine here. Did I mention the electric bills? $125 on average in the winter and $150 with the a/c on in the summer.....don't let them bamboozle you into thinking its less. Everything is electric. Washer/dryer, stove/oven, heat/air, water heater...blah blah blah. The units look really nice, however, the wood flooring is super fake and hard to clean. The appliances look good but are the cheapest of the cheap. The bathrooms were never really remodeled. The cracked 80's 2x2 tile in the bathrooms and the 6 inch deep tubs will always look dirty no matter how much you clean them. Sinks and tubs clog at an alarming rate. Be prepared to have maintenance requests in on a monthly basis. There is NO, ZERO, ZILCH, NADA, security in the building. Weirdos have snuck in and stolen packages and have slept in the hallways. It is not safe. One dude, who managed to get in, was high as a kite and damaged a bunch of the bad decorating in the lobby (maybe a good thing?). You can probably check public record police reports to see how many thefts were done here by wacky non residents. When we first moved in, the switch was just starting between the previous management and TLC. The small amount of experience we had with that company was wonderful- our rent was low, maintenance was handled wonderfully, and the building felt safe. The real NIGHTMARE began when the current management took over. There was a rent spike supposedly because of unit remodels and updating the basement to have a fitness center. We went an entire lease, with no fitness center, and the unit updates were nothing to write home about. The manager rants and raves about how great the prices are for the area...but with no stainless steel appliances, no outdoor space, no opportunity for garage parking and a constant STENCH of weed radiating out of the lobby, I'd say it's nowhere near comparable to other apartments you find in the area. But these are tolerable annoyances and nothing that would motivate me to leave a harsh public review. So what brings me here? There have been MULTIPLE occasions of security breach in this building and the manager refuses to notify the building residents. This for me was the last straw. The following events all took place over the course of my current 1 year lease, which is thankfully my last. 1) During the basement remodel, all residents' bikes were moved to a bike room. There were new cameras installed throughout the building and in this bike room. Brand new cameras that had been up for a few months and that you would assume were in working condition as we had construction workers tracking in and out amongst our personal belongings. However, upon finding that my locked bicycle was had been detached stolen from the basement- I was told that the bike room camera "wasn't on". What a false sense of security that is to the residents. We should have been told that the camera wasn't working because I wouldn't have stored my bike there had I known! Management did have footage of the backdoor however, where I was able to watch two men open the back door without using a key or any force, and a few moment later, walk out with my bike as well as another at 2 in the morning. It was obvious that the door had been propped open somehow for these strangers to access our building or that even worse, they had a key. yet when I asked our management if there would be any type of investigation into this security breach, I was simply told to "file a police report and insurance claim". There was never notification to other residents that two burgalars had been in our building at 2 or 3 am...There was no attempt to change locks. Nothing at all. 2) I go to the office to pick up a package that my email says was delivered. I find the maintenance man at the computer and he tells me that there was a strange man in the building, he had been hiding in the stairwell for who knows how long, with a knife, and that he was opening packages and stealing items. I was shown the surveillance footage, as he thought my package could be one of the packages in question. I saw the intruder evade police (who the maintenance man did call) and hide in a hallway, then walk right out the front door with the stolen items. He was later arrested while trying to rob the nearby East Coast Pantry. Knowing that this man was walking around our building WITH A KNIFE was horrifying. BUT EQUALLY HORRIFYING is that our management did not make one mention of it to the residents. I just happened to have been in the office at the right time. Even now, the packages are left stacked in front of the front window by the mailboxes to entice any criminal who may be passing by. 3) As there is no option for garage parking, residents pay to have a spot in privately operated lot behind the building. Multiple vehicles had a part stolen from under the car that is commonly pawned. I get that it's Chicago and things like this can happen, but this was the ONLY time our manager notified the building of a potential security threat, and it ironically happened to be the one time her property (her car) was affected...So of course, there were signs posted on every door and the elevator that they were doing all they could. It really makes me wonder what other situations there have been that have been my security in danger, that I was just never made aware of. Between the rent spikes, the lack of security and blatant lack of respect for the well being of your residents- I am glad to see my lease with this company end. If I could give any advice to someone considering signing a lease for the regal, it would be: don't.”

During this time, residents were friendly and spoke to each other, dog owners respected residents that did not want their pets jumping on, and the building was cleaner. Now, with TLC managing the property, I could not leave fast enough. The upgrades were not high-end, they replaced a brand new better quality microwave with an inferior one. Rents skyrocketed by $200. They did not have the fitness center completed as outlined with our higher rents. Rents were very affordable, especially for the South Loop, and all of the staff were very responsive, courteous, and friendly. Then TLC took over. TLC Management has a notorious reputation within the Chicago area. I used to live in one of their roach-infested properties up in Edgewater, and I was deeply disappointed to see them take over the Regal. Naturally, their first act was to raise rents by over $200/month. They justified this by "upgrading" the units with very cheep, poorly made cabinets and equally shoddy laminate flooring. My wife and I tried to avoid the big rent hike by asking to stay in our apartment when our first lease was up. TLC wouldn't allow it; they forced us to change units within the building and, because they moved us into a turned-over unit, raised our rent. But worse than the rent increase was the overall incompetence of TLC's staff. Here are some examples of their failures at the Regal: 1. Because of poorly-timed work on the roof, all of the A/Cs in the building were disconnected through mid-June this year. 2. It took me 4 (4!!) attempts to get a signed copy of our lease, when I needed it for a government screening. Each time, I was told I'd have a copy in my email inbox by the end of the day; it never showed up. On the 4th attempt, they finally admitted to losing our lease (!!!!!) and instead drew up a new, backdated version. 3. The common areas, especially the hallways, have developed a foul smell. The old company would clean these weekly. I've never seen anyone clean the hallways since TLC took over. When residents started to complain about the smell of the hallways, the brilliant solution was to slap in a bunch of Glad plug-ins throughout the building. 4. The basement is basically inaccessible. TLC promised a new fitness and business center by Fall 2013. I'm not sure that ever materialized, despite non-stop construction in the basement. Meanwhile, the bike room and storage in the basement were inaccessible thanks to the endless work downstairs. 5. We used to have an old, but functional call box in the entryway. As with most call boxes, it would call a cellphone and allow you to buzz visitors in the front door, and it also allowed residents to enter an entry code to gain access. TLC replaced the call box with what amounts to a glorified pay phone. The new box does not allow residents to use an entry code (we need a physical key to get in the front door). To allow visitors to enter, the new box is supposed to work just like the old, but it works very inconsistently. 6. Maintenance requests, which used to take 24 hours to complete, now take 3-5 days.”

The Regal was sold to TLC and is when things start going wrong. TLC is a cheap company with bad reputation (please feel free to yelp it) The Regal is now run by Pam a ruthless regional manager that only cares about the dollar. They are trying to revamped the place by adding MADE IN CHINA cherry cabinets and a Gym and Bizz center that still under construction. The Regal has now lost all his charm, shop around 1675$ for one bedroom in a semi deserted area is not worth the price. The loyalty towards the tenants at this place is a thing of the past. If I hadnt been laid off and forced to move to the NW suburbs I'd definitely been there longer. My layout made a lot of sense with no wasted space. The price was decent for downtown living. My neighbors were great, quiet and respectful, while I could hear them in the hallway, noise between us was pretty minimal. Trust me Regal was a huge improvement over a lot of apartment buildings I lived in. The building was kept very clean, well maintained and nice. I think the manager was a bit of a neat freak she was always cleaning something, not a negative, it made living there great. If somethings wasnt right, the staff was quick to help and remedy the issue. Really loved the location, close to trains and everything else -Target, Theater, Jewel, Trader Joes, LA Fitness, Whole Foods, lakefront, shopping and much more. This is a great place to live if your on a budget and not looking for all the overpriced perks downtown. Only negatives I can say is that there were no extras in the building-no fitness center, business center or recreation room, would of been nice but prolly the reason my rent was lower than most. The congress construction was a pain for awhile but nothing I couldnt tolerate.”

I shopped around alot and you get alot more here for the price. Not so happy about the cabinetry but it can be overlooked by all the other great qualities and character of my apt, most of all in unit washer and dryer, no more nightmare walks to a dungeon to finish laundry! I dont drive so cant say much for the parking, but I always see available spots here and there. The staff is very nice and acommodating, they always seem happy to help. So many times when you get into a new apartment there are things here and there that are not quite right, but you learn to get used to them. This isn't the case here. The tiny issues we had with a missing sink stopper, or a knob for a closet door were remedied right away, and with a genuine smile! We love the layout, and everyone comments on how cool and unique the style is. The office staff is super helpful, and getting packages and deliveries is so easy. They truly want to make us happy to be living here. True, there is no parking convenience, and the noise from the proximity to the train station is a bit much for an hour or so each day...but honestly if you want the convenience of living so close in to the loop noise and parking are issues you will have no matter where you go! I love my roomy kitchen and having laundry in my apartment is such a treat. The kitchen appliances are brand new and such a joy. I am picky, and I am totally satisfied here. First time in over 20 years of apartment living that I truly feel I am "coming home" when I walk up the street and see the awning.”

I saw a lot of negative things being stated about the office staff and maintaince team. I have been at The Regal now for almost two months and I have nothing but great things to say. They have been extremely accomodating and helpful. Before moving in they offered to have their guys paint my place any color I just needed to bring them the paint. I have had one maintaince issue with the garbage disposal and it was fixed within 24 hours and is working great. When I was having trouble getting a new couch up to my place one of the office staff members, without me asking, helped me carry it into the elevator than into my apartment. I'm not sure who these people are that feel they have been mistreated but I am under the assumption they are most likely just "complainers". You know the type. I have no issues and love my new apt. I'm glad I didn't let the few negative, no longer believable statements on this site affect my decision to choose The Regal.”

Before I moved into the Regal, I read the Run Don't Walk Away from this Place review and dismissed it entirely. Now, having lived there for 2 years and recently moved out, I want to let you know that almost every word in that review rings true today. I'd like to start out by saying that for those people who try to argue that your review has no merit if you didnt like the Regal, but stayed nonetheless, you have to take into consideration all the expenses involved in moving. I know for myself, the location was very good and I didn't have the money to move. I also wanted to try to buy instead of renting again. Lastly, I posted my name with this review because I stand by everything I am going to say. I would not trust the reviews- good and bad - that remain anonymous. The good - the Regal is in an amazing location. If you work downtown, there is no need to even take public transportation. The bad- the Regal may be competitively priced, but it is no steal. You can find larger spaces with way more amenities at River City (which also includes free Ballys) or pay a little bit more for new construction nearby. The parking situation is hopeless. Given the new condos which have popped up on all corners of the street, you literally have to camp out at a parking spot and be willing not to move after 5pm. Build the cost of parking tickets (which are given for no reason at all) or pay lots into your monthly rent. The "dog park" across the street is leaving soon. The site was recently sold and while construction isn't supposed to start for a while, dont count on your dog being able to run out there. There is a bus stop out front. Right before I moved out, the city started parking busses right out in front of the building. I would wake up to the hydraulic brakes hissing every morning. Dont be fooled, the busses park there even though it says no parking. Don't rely on the model unit - I was shown the model unit before I moved in and the unit I did move into lacked a lot of the upgrades in the model unit. My unit had no ceiling fans, a much smaller water heater, and different bath and shower fixtures. Maintenance - The building went through several managers while I was there and miscommunication and misrepresentations between all responsible parties was abundant. I would be told by one set of management that something would be fixed, then they would leave and new management would say they never heard of it and to write a letter. Then, they would say that corporate didn't want to put the money into it unless I was renewing my lease. I was also criticized for not bringing up maintenance issues earlier, when I in fact had and nothing was done about it. I really got a to place here where I gave up, stopped trying to fight things and got tired of explaining myself for issues that should have been resolved, gladly, by management. The management- I will admit to coming off of a fresh disagreement with current management regarding the return of my security deposit. The security deposit returned to me was smaller than the amount quoted at my walk through. When I called to ask about it, I'm still just in shock about how rude and juvenile the entire thing went. This revolved around a hole in our bathroom door which was there when we moved in. Management insisted that she had pictures and that there was no hole and that I was insinuating that prior management must have falsified the file. When I asked whether she had pictures of that particular door, she admitted that she did not and then accused me of making it up bc I didnt complain about it when I first moved in. I was told to go get a lawyer if I wanted to argue about it, multiple times, and that it was very rude of me to call and say that I was upset.”
