“A once-proud historical art deco palace that fell into slum-level disrepair under a series of corrupt owners. reached rock-bottom when a consortium under Charles Kairys gutted the fixtures and looted residents' deposits in a failed bankruptcy and left a previous owner, Mary Bowles, holding the bag. Enter LAHP, who bought out the place. While abusive of some residents in clearing the building for restoration, and failing to honor several points in their relocation contracts, the 1999 restoration and renovation has been impressive, and Management has grown almost professional. The building has been clean, well-maintained, and free of vermin for 5 years, and currently has a long waiting list for subsidized housing.”
