Same managers as Cooper Arms on Heliotrope - didn't notice I posted this for Normandie. I've spent 4 nights now without heat (it was 4 days ago that I notified the manager; today I called the "emergency maintenance" number and was told in broken Spanish that he had to talk to his maintenance supervisor first and that it wouldn't be until tomorrow, which is Monday - so much for emergency). Most of my requests get attended to after I've bugged them enough times and then it's the minimal amount that's done. One neighbor told me that they'd reported (4 weeks ago) that they have a water leak and mildew and mgmt has done NOTHING. don't rent here. The rent is high for what you get!! Bordering on slumlords... Update 1/21/10 - my heater broke again, they turned the water off without warning and didn't bother to let us know that they would be tearing up the laundry room for 2 weeks to make some repairs.

I am so disappointed with winthrop mgmt. They are slumlords .LACLASSIC APARTMENTS apartments are infested with roaches and mice . mgmt doesn't fix the problems when you compain. I put in a work order for the roaches and mice that i have infested in my aparment and left messages but it wasnt until I called the health department that they acted promptly. I have seen animal feces in the commisary ,urine in the elevators. these apartment are uninhabitable, nasty, disgusting, unsafe livi read more ng environments. don't MOVE INTO ANY WITHROP PROPERTY!!!!!!!!! don't be fooled by there low deposits and deals up front . Believe me in the end , you will spend more money on attorney and legal fees.

The mgmt doesn't care about the roach problem at 1400 Edgemont. I walk up the hallway at 5:00 am to go to work, and I'm constantly seeing fleeing roaches in the hall! It's DISGUSTING! I spray and spray, but the whole place is infested. Complaints have been submitted to the Public Health Department. can you think that mgmt will do anything about it? NO. They would rather get a baby infected with the many diseases carried by roaches than have to clean up the mess of a rental space they call an apartment. DON'T RENT WITH CLASSIC LA APARTMENTS.

This building once had a lot of character but fell into disrepair and became inhabited with mostly Mexican and Guatemalan immigrants who speak little to no English. Most of the units are studio apartments with entire families crammed into them. One couple have 5 kids who are total brats. Their father digs through the building's dumpster all night for cans to recycle to be able to pay rent. As a matter fact, a lot of residents here do that. What's worse, is that local gang members always loiter right outside the building and try to sneak in behind me whenever I come or go. My female friends refused to come over to visit because of their sexual advances. There's no parking, and odds are your car will be broken into at least twice during your year lease. As the mgmt company began repairing the units, they did so on the cheap with the most disgusting shade of puke green and cheep fixtures. Even the numbers on the doors are cheap plastic. The mgmt office is off site. The neighborhood is crowded and grimy with the vast majority of businesses catering only to low-income immigrants (Pay-day loan stores, laundromats, taco trucks, etc.). Any time of the day you will hear irritation Mexican accordion music blasting at top volume. Street vendors and Spanish Jehovah's Witnesses will sneak into controlled-access buildings to go door to door pawning worthless crap. At times local prostitutes have come door-to-door also looking to see if you will pay them for sex. This neighborhood is impoverished a depressing area with a total sense of hopelessness. I felt isolated here. The good things I can say is that whenever I had an issue with my place they always fixed it within a timely manner. It was also affordable. And for as poor, rundown and crowded as the neighborhood is, it's not especially dangerous. Even though most of the building residents don't speak English, they seem pretty nice. But even so, if you can afford better, then don't settle for this building.

Well I guess this place was here when I was going through but overall if I had to do it again- YEAH- I'd keep looking. Parking?? What parking???? You need to go pay the city 50$ annually to get a sticker to display on your vehicle (district coded) to park on the street around the corner and if you're lucky, maybe one of the people from the 3/4 ACTUAL family tenants not holding up a space may have moved from IN FRONT of the building BUT you better be moved come 7 am or it's ticket time. Being a respectable neighbor due to not knowing what others work/sleep schedule is, factoring little ones in... sickness levels. I am PRETTY damn considerate as a tenant. I can't say the same happened here. Though I spoke with the managers apparently they didn't say much or believe until I had VIDEO and audio evidence.Teenagers hanging out in the hallways, the elevator was continually out of service, and smelled like straight up urine. The mgmt would attempt to paint over all the graffiti only to see it again a week later and i think they knew exactly who was doing it. After speaking numerous times with the non-english speaking neighbors about their noise levels... even had to walk infront of the door while on the phone with mgmt for them to hear what I heard INSIDE of the apartment. My neighbors... which was about 5 damn people (a whole damn family) in a studio WTF???? Then they had little church gatherings inside of their little apartment what the HELL??? And on top of all that they had a roach problem like CRAZY. I think I bombed the hell out of my apartment and also put boric acid down left and right so I didn't see them as often as others may have. I am a heckler about cleanliness so I could imagine someone who wasn't as clean having a nightmare but when I saw one in my damn bed it was damn sure time to move! This apartment served it's purpose in my life at that time which was cheap/affordable on top of all ofther bills while unemployed and allowed me to save enough to get the hell on when it was time. But on top of all this the rent went up... excuse me- in a studio??? i don't even have a door to slam besides the front one? No thanks- MOVED. ALSO- it tookt hem FOREVER to send me my damn deposit back, claiming the previous owners didn't give the new owners the money yet- UMMM not my DAMN problem. give me my damn money, I am no longer a tenant and I know the place is in better condition AFTER I've moved... *smdh*

I'm not sure why my messages keep getting deleted, but this is a Toor company. 750 Normandie Ave Los Angeles CA 90005 United States They ignore complaints, don't respond to requests, conduct dishonest business practices, and their mgmt is just as bad. You've got pest problems, Lacophonous residents, zero tenant support, and even when maintenance or repairs are done properly it doesn't matter. You basically can't reach anyone—it's not actually about helping tenants, just taking your money.

Unit #501 has a serious roach problem - don't MOVE HERE! The first night I arrived (Friday evening), I nearly ate a spoonful of cereal when one climbed onto my spoon... only to discover they had infested my entire cereal box... later that same night, I went back to the kitchen and spotted 5 crawling on the counter, 1 lying dead upside down and 2 in the sink. By Saturday morning, I was seeing nymphs throughout the living room... absolutely repulsive. I strongly urge anyone to avoid 167 Normandie Apt #501
